Duties

Help
  • Participate in the developing accounting policy, requirements, and procedures necessary to support accurate and complete accounting and reporting for financial data to be properly supported and represented in the financial program manuals
  • Maintain relationships and communication with financial program document stakeholders and working with and providing expert advice under supervision to participate in developing or enhancing financial/accounting policies and procedures.
  • Provide assistance to or lead/actively participate in the development of policies, procedures, and financial program documents for new programs and processes as required to meet the needs of the Agency.
  • Provide assistance to supervisor as needed when leadership (i.e., Policy Section Head) represents the agency
  • Attend meetings and participate in management conferences, group sessions and agency-level committees to construct and develop recommendations concerning the conduct and application of financial/accounting business policies, processes and procedures.
  • Under supervisory guidance, research, collect, and analyze data and numerous sources of information to ensure financial program document changes are complete, applied, and accomplished in the most efficient and effective manner.

Qualifications

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

AND

Specialized Experience 13: To qualify for this position you must have one full-time year of specialized work experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service. Examples of this experience must include:

-Knowledge of Federal accounting principles, practices, standards, and knowledge of the CFO Act, GAO Titles, Treasury Letters, Bulletins, and/or other pertinent government guidelines in order to analyze internal data and general ledger sources that are used to develop and prepare financial documents and reports for internal and/or external users.

-Experience in applying professional knowledge of financial policies, legislation, and authoritative guidance to participate in the development of government-wide policies, procedures, practices, guidelines needed to produce financial documents [e.g., program financial manuals, standard operating procedures (SOPs), financial handbooks, financial notices, etc.) in compliance with governing regulations and fiscal practices to ensure proper documentation and retention of financial accounting and reporting data is accurate, complete, and accomplished in an efficient manner.

- Experience with oral, written, and visual communication methods and techniques to participate in developing clear, concise, and convincing briefings and recommendations on financial management, accounting and policy issues to senior leadership.
