The Facility Security Program Specialist (FSPS) in the Operations & Maintenance Division (AMP-300) of the Office of Facility Management (AMP-1) performs multiple, varying and complex assignments under the minimal direction of a manager. Serves as the principal specialist to develop new and innovative approaches, methodologies, and techniques, to define and direct Facility Security projects/programs. Serves as the primary Contracting Officers Representative (COR) applying comprehensive knowledge of the technical aspects of Facility Security programs including: oversight of the day-to-day functions of the contract security force, conformance with security requirements as defined in AC Order 1600-21 (Facility Security Plan) and FAA Order 1600-69 (FAA Facility Security Management Program).

Applies experience and comprehensive knowledge of Facility Security programs to functional activities for projects/programs which often require the development of new and innovative approaches. Identifies and resolves challenging problems or issues which often cross organizational boundaries and impact on the overall security posture of the MMAC. Typical assignments may include: providing guidance to organizations and employees; leading project/program teams; defining and developing internal policies and procedures; predicting potential issues and proposing preventative actions. Acquires and allocates resources to accomplish activities within established schedules and budgetary requirements.

The FSPS will serve as the Communications Security (COMSEC) Responsible Officer (CRO) or alternate which will include oversight of the control point and management of the MMAC's Secure Communications. Serves as the MMAC Key Control and Vehicle Identification Media Official as directed by FAA Security Management Program, FAA Order 1600-69x.

The incumbent coordinates with the Servicing Security Element (ASH), Labor Management Specialists and various MMAC Labor Unions on all security related issues. Contacts are both internal and external and the FSPS must establish and maintain effective communication with first responders such as; Oklahoma City Police, Will Rogers Airport Fire, Oklahoma City Fire Department and the Servicing Security Element (ASH) at the Aeronautical Center, Federal Bureau of Investigation, US Marshall's office, and other government and military organizations. The FSPS formulates and recommends positions on major projects/policies/issues to senior management and develops briefings to convey strategic vision or organizational policies to internal and external audiences.

Assist the MMAC Emergency Readiness Officer with incident responses such as security, medical, and fire alarm. Assist with various emergency management program functions during normal business hours and after hours.

The FSPS will establish and maintain policies/procedures and provide guidance for most assignments and select the most appropriate approach or develop new approaches. The incumbent is often asked to develop new policies, procedures, and approaches taking into consideration FAA Orders and policies, government-wide rules and regulations, and external concerns.

The FSPS will ensure alignment with organizational goals, policies, and the requirements of projects or other work activities. The FSPS will evaluate performance of requirements by verifying the achievement of planned results and ensure that impacts to organizational units, major subdivisions, and LOBs/SOs are minimized so that mission critical activities are completed.

TO QUALITY AT THE FV-I (FG-13) LEVEL, you must demonstrate in your application you possess 1 year of Specialized Experience equivalent to the FV-H (FG/GS 12) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

SPECIALIZED EXPERIENCE may include but is not limited to: Experience defining/directing Facility Security projects and/or programs, which might include such aspects as developing new and innovative approaches, methodologies, and techniques associated with Facility Security; providing oversight of the day-to-day functions of a contract security force; ensuring compliance/conformance to Facility Security Plans and/or Facility Security Management Programs; dealing with risk management programs and proposing preventative actions regarding facility programs.
