Duties

Help
  • The following duties and responsibilities are at the full performance grade level (GS-12), and are not all inclusive:
  • Provides assistance to the Farm Production and Conservation (FPAC) in analyzing program and operational functions and performance in order to support associated efforts and continuous process improvement for the agency.
  • Assists in the evaluation of natural resources, programmatic, and operational data to assist leaders in making informed decisions on conservation program, planning, and policy issues.
  • Develops issue papers, decision memos, informational memos, reports, and other documents to address FPAC issues.
  • Performs analysis and responds to requests for information and interpretation from Congressional and Executive Branch organizations.
  • Responds to requests for information from the public, regarding FPAC policy, regulations, legislative proposals, program operations, and general information.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-09 grade level for consideration for the GS-11 grade level).

Specialized Experience, GS-11: To qualify for the GS-11 level, you must possess at least one year of specialized experience equivalent to the GS-09 level or higher in Federal service, or comparable experience not gained through Federal service. For this position, examples of specialized experience are performing assignments, projects or studies related to administrative business operations and programs; Providing administrative management support based on knowledge of mission and function, goals and programs; Gathering information, identifying and analyzing issues and/or participating in activities to improve the effectiveness and efficiency of work operations in support of organizational program objectives. OR

Substitution for Experience: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree from an accredited college or university with a major in business administration, industrial management, industrial engineering, industrial psychology, public administration, political science, government). OR

Combination of education and experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.

Specialized Experience, GS-12: To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of specialized experience may include: conducting studies, analyzing findings and making recommendations on substantive operating programs; preparing project papers and staff reports, delivering briefings to managers to encourage understanding and acceptance of findings and recommendations.

Note: There is no education substitution for the GS-12 level.
