Duties

Help

Leads, directs, and guides staff in decision making. Directs the work of subordinate employees in planning, communicating, and setting priorities. Assigns tasks and responsibilities; monitors and evaluates performance; develops training plans and new training initiatives; approves leave; and identifies and takes appropriate corrective or disciplinary action as required. Organizes work schedules based on the rate and volume of work; monitors tasks and projects to insure deadlines are met or adjusted appropriately; assigns work as needed; and coaches and develops staff and organizational capabilities.

Defines, allocates, and manages resources and requirements for a virtual organization located across the Nation. Identifies efficient and effective uses of resources while ensuring cost effective business solutions and services are implemented and/or validated.

Performs strategic planning and communicates the organization’s mission, vision, and objectives. Develops organizational goals and activities and builds a shared vision that incorporates the goals of the agency, the service unit, and the directorate. Participates in cross-organizational planning efforts and projects immediate and future needs representative of the multiple organizational functions.

Provides oversight to a team responsible for the Operational Safety Tracking Team. Ensures
program compliance with high level NAS operational safety objectives as detailed in FAA and ATO policies, directives, and the Safety Management System (SMS) Manual. Uses knowledge of Technical Operations Quality Control Program, VSRP, and Audit and Assessments to identify systemic issues. Ensures that corrective actions requests are complete and actionable. Ensures that corrective action tracking is timely and effective. Acts as subject matter expert during the development of audits and assessments. Works closely with the Technical Operations Quality Control group to develop and maintain effective distribution and tracking processes.

Participates in safety briefings with ATO Safety & Technical Training (AJI) and Technical Operations (AJW) on NAS safety issues identified through data analysis, event reporting, and corrective action requests reported in FAA operational voluntary safety reporting systems such as T-SAP, ATSAP-X, SAFER-FCT and Tech Ops quality control/assurance programs such as NASTEP, AJI-3 Audits and AOV audits.

Advises management on policy, program determination of approaches to assimilate new functions into existing programs, and actions to be taken to assure effective program management, evaluation, and control.

Creates and maintains a supportive work environment that promotes collaboration and open communication between employees and management. Inspires, coaches, and guides staff members in accomplishing desired goals within a complex and changing environment.

Promotes, supports, and participates in the FAA EEO Program. EEO issues are identified, resolved, and coordinated with EEO official as required.

Qualifications

To qualify for this position at the FV-K (FG/GS-15) pay band level, all applicants must demonstrate one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to the next lower grade level which is (FG/GS-14) or pay band level (FV-J) in the Federal service. SPECIALIZED EXPERIENCE is defined as experience which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and that is typically in or related to the work of the position to be filled. To be creditable, SPECIALIZED EXPERIENCE must have been at least equivalent to the FG/GS-14 grade or FV-J pay band level for the FV-K pay band level in the normal line of progression for the occupation in the organization.

Examples of SPECIALIZED EXPERIENCE for this position include, but are not limited to:

Experience with Technical Operations quality control/quality assurance programs, such as NASTEP, AJI-3 Audits, AOV Audits.
