Duties

Help
  • At the full performance grade level (GS-14), the incumbent will serve as a technical expert in the ecological aspects of watershed planning, providing national leadership and assistance to all NRCS state level specialists.
  • Assists with development of complex water resource plans and reports and provides support to national technology and program leaders in policy development and interpretation.
  • Develops training courses and conducts workshops and training, reviews water resource project plans, and leads/serves on national level work teams and task forces to address water resources planning issues.
  • Provides NRCS-wide technical expertise, leadership, guidance, and assistance to state conservationists and their staffs in water resources planning.
  • Considering agricultural production systems, ecosystem health indicators, and the quality of soil, water, air, plant, animal and human conditions.
  • Facilitates a partnering approach to water resources investigations collaborating with ecology experts from NRCS, other agencies, educational institutions, and other public and private sector organizations.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level and one year at the GS-13 grade level for consideration for the GS-14 grade level).

Basic Education Requirement 0401, Natural Resources Management:
Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR
Combination of Education and Experience: Courses equivalent to a major, as shown above plus appropriate experience or additional education.

Basic Education Requirement 0408, Ecology:
Degree: biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.

Basic Education Requirement 0457, Soil Conservation Series:
Degree: soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. The study must have included 30 semester hours in a natural resource or agricultural field, including at least 12 semester hours in a combination of soils and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. OR

Combination of Education and Experience: at least 30 semester hours in one or more of the disciplines as shown in A above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience or additional education. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science.

In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:
Specialized Experience GS-13: To qualify for the GS-13 level, you must possess at least one year of specialized experience equivalent to the GS-12 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include at least two (2) of the following: Independently perform watershed and site specific natural resources conservation projects and programs using standard methods and techniques; identify and resolve simple to complex water resources planning problems; provide technical advice to laymen, explaining laws, regulations, and policies affecting water resources.

Specialized Experience GS-14: To qualify for the GS-14 level, you must possess at least one year of specialized experience equivalent to the GS-13 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include at least two (2) of the following: Independently perform complex, watershed-scale water resource projects and rehabilitation initiatives; resolve complex problems involving water resources planning, and ecological land use issues; modify or adapt standard processes and procedures; Provide technical advice to technical specialists, staff, other federal agencies, and state agencies.

Note: There is no education substitution for the GS-13/14 levels.

  • Physical Demands: Office work is mostly sedentary. Field work will require occasional walking it sometimes precarious conditions and occasional heavy lifting or carrying.
  • Work Environment: The position will be based in a typical office setting but moderate to frequent travel will be required. Occasional field work may require protective clothing to prevent heat or cold injuries. The employee will take special safety precautions to prevent injuries from falling or the environment.
