Serve as the liaison to the State Water Quality Control Board, and ten regional boards
Independently provides leadership, direction, and training throughout the state for all regulatory, policy, and technical aspects of water quality.
Develops and maintains directives, procedural manuals, and technical guides to include appropriate technical information on water quality.
Coordinates with NRCS National Headquarters (NHQ) and National Technology Support Centers to assure that state water quality conservation activities are consistent with statute, regulation, and national policy.
Comprehensive work with agency and NGO partners developing relationships, and leading efforts to coordinating programs addressing water quality efforts
Collaborates with local representatives of other agencies in the gathering and analyzing of data from field trials and research projects.
Contributes to the strategic direction and business planning, including performance, regarding the direct assistance and technology transfer, collaboratively, training, of policy, procedures, guidance, and tools.
Performs duties in a manner supportive of a safe and health work environment, and exercises safety precautions when exposed to dangerous objects, chemicals, extreme temperatures, etc.
Serves as an incidental motor vehicle operator on public and private roads during daylight and after dark as needed to perform the duties of the position.

Successful completion of one-year probationary period, unless previously served.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement 08/11/2020 including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level).
Basic Education Requirement: Degree: Biological Sciences, Agriculture, Natural Resource Management, Chemistry, or related disciplines appropriate to the position; OR Combination of Education and Experience: Courses equivalent to a major, as shown in above, plus appropriate experience or addition education.
In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:
Specialized Experience:To qualify for the GS-13 level, you must possess at least one year (52 weeks) of specialized experience equivalent to the GS-12 level or higher in Federal service, or comparable experience not gained through Federal service. For this position, specialized experience is providing senior level technical and policy review of proposals, overseeing complex scientific projects, developing national initiatives or policies, advise management staff, State Water Quality Control Board, and ten regional boards. Coordinating with program activities and facilitating agreements with private entities and state, local, and other federal agencies.
Note: There is no education substitution for the GS-13 level.
