Summary

Current permanent Federal employees with competitive status, Land Management Workforce Flexibility Act, CTAP/RPL/ICTAP and VEOA/VRA eligible, Farm Service Agency permanent county employees; reinstatement eligible; Individuals with Disabilities; certain military spouses; 30% or more disabled veterans; former Peace Corps or VISTA volunteers and those eligible for other Special Hiring Authorities.
Develops relational databases and programs scripts to develop databases and assist in the development of information procedures for complex applications involving record keeping of genomic and physiological data of Unit catfish stocks.
Develops and implements programs for use by scientific and support staff utilizing the logic of flowcharts and algorithms developed by other specialists and scientists.
Advises requesting users on best approaches to solving IT issues.
Develops programs in JAVA, HTML, Perl, Python, or other appropriate languages for analysis of genetic, genomic, and proteomic data.
Coordinates with Unit scientists and support staff on data analysis and data management issues.
Performs current generation programming techniques and methodology, computer equipment, and IT systems, design, theory, and processes, including data communication concepts.

Qualifications

For this position, specialized experience is experience assisting with technical support for an office or research facility including assisting with database management and computer programing; and assisting with the installation or configuration of computer applications or hardware.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks
At the GS-12:
Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience providing technical support for an office or research facility including performing database management and computer programing; installing and configuring computer applications or hardware; and developing or implementing IT programs for staff.

Physical Demands:
Work is generally sedentary with some walking, standing, lifting, and carrying of moderately weighted objects (e.g., laptop computers and peripherals, printers, UPS, routers, hubs, etc.). Long periods of sitting and intense concentration are required.
Working Environment:
The work is typically performed in an office environment which is adequately lighted, heated, cooled, and ventilated and involves normal safety concerns. May occasionally travel to various field work sites.
