Duties

Help

Provides information (on a quantitative or qualitative basis) to allow management the ability to monitor the effectiveness of program operations in meeting established goals and objectives of FAS, Assisted Acquisition Service/GSA metrics. 

Reviews data to provide information on small business goals, cost savings, invoice submission, and workload data to provide information that will assist management in evaluating GSA's program operations.

As directed, may also perform additional administrative and ad hoc projects that require extensive research, analysis, and evaluation of a wide variety of information.

Performs other related duties as assigned.

If selected, you must meet the following conditions:

  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Participate in the Continuity of Operations Plan (COOP), which includes attending meetings and planning activities; and carrying out mission-critical work at a designated location other than your primary work site (which may be outside of your commuting area).

The GS-12 salary range starts at $85,428per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. 

Specialized experience is experience performing data and program analysis and utilizing automated management and/or acquisition systems to gather information for use in managerial decisions.

Knowledge of program analysis, management and evaluation methodologies, including the organizational theories and research principles necessary to perform broad, far-reaching studies impacting regional and agency operations.
 
Knowledge of qualitative and quantitative techniques to analyze the effectiveness and efficiency of assigned programs, specifically management objectives and issues relevant to organizational goals.
 
Ability to identify problem areas, conduct studies, analyze findings and make recommendations on substantive operating programs

Knowledge of agency organization, programs, mission and functions in order to apply analytical and evaluative methods to issues concerning the efficiency and effectiveness of programs operations or functions. 
 
Knowledge of Government and agency regulations, policies, processes and procedures, including Federal laws and regulations, Executive Orders and agency directives pertaining to the designated program area(s).    

Skill in interpersonal relations and in written and oral communications required to explain and negotiate requirements and/or implementation of program initiatives; ability to present findings and conduct formal meetings in a concise and professional manner.
