Summary

Duties

Help

  • Responsible for managing, directing and coordinating a Federal and a contractor staff of employees to logistically support, operate and maintain property and custodial sites/areas located across the continental United States.
  • Serves as the Program Manager, subject matter expert, and management advisor with respect to all OST logistics program elements and functions.
  • Manages, oversees, plans, develops, and administers the logistical operations and related contracts for the program.
  • Plans work by setting and adjusting priorities and preparing work schedules
  • Assigns work while assuring that sound position management principles and adequate internal controls are established and implemented.
  • Serves as Contracting Officer’s Representative for law enforcement sensitive gear, supplies, and specialized equipment (firearms, weapons cleaning supplies & equipment) contracts.

  • Certification must be acquired and sustained to perform the duties and responsibilities as a Contracting Officer’s Representative for the Logistics Support Services contract as well as for specialized contracts involving firearms, body armor, federal agent equipment and weapons cleaning service for all OST’s Commands nationwide.
  • The OST mission is performed on a 24 hour, 7 days a week basis.  Employee is subject to participation in both scheduled and unscheduled emergency response exercises & events.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or grade in the Federal Service, i.e. NQ-2 or GS-12. Specialized experience for this position is defined as: Experience in: logistics management support with emphasis on personal property management, inventory control, budgeting techniques, and contract administration.

Examples of qualifying experience includes:

  1. Experience working in a logistics operation managing, overseeing, planning, developing, and administer logistical operations.
  2. Experience in accountable property holdings and annual budgets for Logistics Property Management Programs.
  3. Experience in projects and programs affecting and in support of the national nuclear weapons program in the areas of advanced specialized communication assets, specialized firearms systems, ammunition, and pyrotechnic capabilities.

KSA-1 - Knowledge and skill in application of fundamental and advanced logistics, principles, processes and procedures, including those applied to logistical and emergency mobilization systems, property, supplies, budgets, maintenance, transportation, equipment design, and development.

KSA-2 - Knowledge of principles, methods, and techniques of program planning, funding, and management in order to provide direction, oversight, coordination for a nationwide logistics support comprised of federal and contractor personnel.

KSA-3 – Skill in prioritizing, assigning, managing and meeting deadlines for multiple initiatives, which requires much coordination and synthesizing input from many diverse sources.

KSA 4 – Knowledge of Federal contracting requirements as needed to perform Contracting Officer Representative duties.

KSA 5 - Skill in communicating with senior level management and officials of government agencies, contractors and other organizations about complex or critical issues.
