Duties

  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to:
  • Assists in the preparation of budget estimates for the field office which includes salary obligations, periodic step increases, travel expenses, equipment purchasing, and communications.
  • Coordinates the budget administrative functions with the field office and duty points.
  • Provides technical advice and guidance to management in carrying out personnel management responsibilities.
  • Collects and analyzes pertinent organizational data and information. Attends meetings with managers and supervisors to formulate improvement plans and strategies.
  • Responsible for the procurement of supplies, services, and preparation of purchase orders for equipment

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 grade level) that demonstrates:

  • Analyze and evaluate the effects of continuing changes in program plans and funding on the accomplishment of the field office budget and milestones.
  • Present and recommend budget requests, adjustments, reprogramming and resolution of budget problems.
  • Utilize the Financial Management Modernization Initiative System (FMMI) as it relates to the current status of funds pertaining to each budget line item for the field office budget, along with the overall billings and collections operation.
  • Supervise clerical staff to include scheduling, daily supervision, personnel actions and performance reviews.
  • Experience implementing pertinent laws, regulation, policies, and precedents as they relate to the official inspection certification process and administrative functions which affect the use of program and related support resources for the field office.
OR Master's degree in Business Administration, Public Administration, Human Resources, or related field or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related

FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Reconcile and analyze data pertaining to the budget, as well as Federal Travel Regulations.
  • Evaluate and recommend ways to improve the effectiveness and efficiency of the over-all administrative operations while remaining in compliance with pertinent guidelines and established program procedures.
  • Comprehensive understanding of the field office budget formulation process to ensure that budget forecasts and estimated conform to requirements, guidelines and financial objectives.
  • Advise management of issues involving position structure, position management, and staffing levels and patterns.
  • Develop new or modified work methods, organization structures, management processes, and/or program administration procedures.
  • Communicate in writing in order to develop guidelines, procedures, reports and recommendations on a variety of administrative functions pertaining to the field office.
OR Ph.D. in Business Administration, Public Administration, Human Resources, or related field or equivalent doctoral degree or 3 full years of progressively higher level or L.L.M, if related.

Equivalent combinations of education and experience are qualifying for this grade level.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09/11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
