The primary purpose of the position is to assist the Assistant Director (Austin) and Deputy Chief of Staff (Austin) by planning, designing, and conducting studies; analyzing and evaluating programs, operations and issues; developing recommendations to resolve substantive issues and problems pertaining to programs and work operations effectiveness and efficiency throughout the Health Care System that provides treatment and care for inpatient, outpatient and community-based outpatient facilities.

Facility Planning (30%)
Coordinates the development of an overall Strategic Space Master Plan for the health care system detailing the current and future facility needs of the system and proposing the means for their resolution (major, minor, NRM, lease, etc). Strategic Space Master Plan serves as source document for the capital asset plan.
Coordinates the resolution of identified space deficiencies. Incumbent prepares proposals for new/revised space assignments and/or the development of new construction or renovation projects, leases, or other alternatives to resolve specific space deficiencies. Develops long range projects to meet expected program needs for consideration by top management for funding and/or further development through the VA Capital Asset Management process.
Establishes design concepts and illustrates the scale and relationship of project components based on careful study and analysis of project requirements. Blends aesthetics, function, space, and materials in the design of healthcare spaces.
Effectively consults and advises clinical and administrative staff in the development, analysis, coordination and justification of CTVHCS program space needs as part of the project planning process for future expansion, additions and renovations or leases.
Administrative Management (30%)
Serves as the principle advisor to the Assistant Director and Deputy Chief of Staff on all administrative management matters associated with their programs and operations. Defines requirements and provides senior managers advice on administrative issues. Interprets data and reviews for consistency and logic. Reviews and interprets data collected by other study/project members for accuracy and consistency with policy and customer objectives. Uses data to make recommendations to expedite and enhance process improvement studies, organizational change, and other organizational performance consultant studies.
Develops and implements policies for the Assistant Director and Deputy Chief of Staff's programs. Provides advice and recommends courses of action pertaining to the personnel management and administration issues and/or program support work, such as program or office planning, evaluation of administrative programs or issues. Reviews personnel management issues and provides advice on matters and/or issues such as recruitment, promotions, awards, position classification, training disciplinary actions, etc. Ensures workflow and appropriate coverage, provides oversight on work assignments, reviews and makes recommendation on the preparation of performance standards and/or changes as needed.
Ensures clerical/administrative personnel receive the information and guidance for performing their assignments. Ensures the office adheres to reporting requirements at all levels. Develops status reports or response material for managers for higher-level attention, review or signature.
Anticipates the needs of the Assistant Director and Deputy Chief of Staff in handling day-to-day operations to deliver high quality support and results.
Formulates, presents, executes and analyzes the Assistant Director and Deputy Chief of Staff's budget. Reviews, analyzes and recommends changes on budgetary and financial management issues and activities aligned to the Assistant Director and Deputy Chief of Staff. Coordinates all phases of budget development, monitors budget expenditures and reports to senior management regularly on the state of budget expenditures. Provides advice to management and program personnel on budgetary and finance issues. Periodically reviews information on the overall status of financial resources and makes recommendations. Implements and monitors sound financial management controls. Gathers and analyzes resources information. Develops plan(s) for allocating resources and assists managers implement resources allocation plan(s). Gathers data from a variety of sources such as automated and manual databases; previous and existing reports; interviews with managers, supervisors and/or staff; et al.
Assembles and/or develops background data, information, and documentation to support required program budgets for reference and evidence in ERC budget and VISN meetings. Researches, compiles, and summarizes data involving obligations, expenses, and object class/line item information, narrative information, and quantitative budgetary data for use in preparing budget estimates.
