Summary

This is an interdisciplinary position that will be filled either as a Wetlands Conservationist, Soil Conservationist or Soil Scientist. The final official title will be assigned based on the qualifications of the incumbent. The position is assigned to the Natural Resources Conservation Service (NRCS), State Office, Soil Sciences Staff.

The primary purpose of the position is to serve as team leader of the State Compliance Team (CT).

  • Serves as the team leader of the state Highly Erodible Land Wetland Compliance (HELWC) Specialist Team.
  • Ensures that Highly Erodible Land (HEL) and Wetland Compliance (WC) technical determinations, activities, and reviews are conducted in compliance with applicable laws, policies, and procedures.
  • Develops, recommends, and coordinates new or updated HEL and WC policies and procedures to the State Soil Scientist (SSS), and the State Leadership Team.
  • Provides technical advice and assistance to NRCS field, area, and state professional and administrative personnel in interpreting imagery, establishing history, and making technical determinations.
  • Provides technical expertise in program appeals.
  • Serves as a technical soil specialist for highly erodible land, wetland conservation, and conservation compliance.
  • Works with appropriate NRCS officials to recommend action(s) to correct deficiencies and make suggested improvements in Agency policies, practices, and procedures based on lessons learned.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below..

Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-11 grade level for consideration for the GS-12 grade level and one year at the GS-09 for consideration for the GS-11).

BASIC REQUIREMENT FOR 0401:Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR; Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

BASIC REQUIREMENT FOR 0457:Degree: Soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. The study must have included 30 semester hours in a natural resource or agricultural field, including at least 12 semester hours in a combination of soils and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. OR; Combination of education and experience: at least 30 semester hours in one or more of the disciplines as shown in A above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience or additional education. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science.

BASIC REQUIREMENT FOR 0470:Degree:Soil conservation or closely related discipline that included 30 semester hours of equivalent in biological, physical or earth science, with a minimum of 15 semester hours in such subjects as soil genesis, pedology, soil chemistry, soil physics and soil fertility. OR; Combination of education and experience: Courses equivalent to a major, in soil science or a related discipline that included at least 30 semester hours in the physical or earth sciences. At least 15 of these semester hours must have been in areas specified in A above, plus appropriate experience or additional educational.

In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:

Specialized Experience:To qualify for the GS-11 level: Applicants must have at least one (1) year of specialized experience equivalent to at least the GS-09 grade level or higher in the federal service which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Examples of this experience include, providing technical assistance to landowners and field staff in the planning and implementation of practices dealing with wetlands, invasive species, endangered and threatened species, wildlife, and other resource management activities.

Substitution of education for the GS-11 level: Three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in biological sciences, agriculture, natural resources management, soil science or a closely related discipline.

Specialized Experience:To qualify for the GS-12 level: Applicants must have at least one (1) year of specialized experience equivalent to at least the GS-11 grade level or higher in the federal service which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Examples of this experience include, analyzing workloads, developing and implementing annual work or business plans, and establishing goals within the constraints of funding and staff availability. Directing technical guidance and assistance to groups and individuals on topics such as soil interpretations, erosion control measures, pest and invasive species control, water quality improvements, livestock management, wildlife habitat, and forest management; preparing complex conservation or resource management plans and providing financial or implementation assistance.

  • Knowledge of the concepts, principles, and practices of soil conservation, wetlands biology, soil science, and other related sciences sufficient to evaluate complex environmental conditions.
  • Knowledge of conservation programs; a wide range of Federal, state, and local statutory and regulatory requirements; HEL and Wetland Provisions of the National Food Security Act, as amended; and other USDA and State administered programs and financial assistance conservation programs in order to review and make HEL/WC determinations and lead a team conducting technical determinations and activities.
  • Knowledge of a variety of agricultural and natural resource management fields such as agronomy, forestry, range, hydrology, and applicable elements of engineering and NRCS and related conservation programs and federal, state, and local laws related to conservation in order to discern the interrelationships and applicability of these fields to the projects, problems, and situations encountered.
