This is an Excepted Service temporary position NTE 1 year which may be extended for an additional year for a maximum of 2 years in support of the Coronavirus Aid, Relief, and Economic Security Act. VACANCY HAS BEEN EXTENDED TO CLOSE ON 06/15/2020.
Serves as an Agency Enterprise Program Advisor responsible for providing support for the direction, oversight, guidance, and procedures and practices for the UI program. Defines business process strategic planning, benchmarking, process improvements, performance measures, and trend identification. Provides senior leadership analysis, formulation, prioritization, development, and monitoring of Agency business management policies, procedures, and standards necessary to support and maintain business and information management systems and practices. Interacts with management and solicits information to fully understand the Agency’s business needs. Applies initiative and resourcefulness in eliciting feedback from stakeholders – recognizing new methods/avenues for achieving critical program objectives. Communicates Agency business requirements and ensures Agency business operations are aligned around cross-functional, end-to-end business processes to enable informed enterprise-wide decisions.
Policy and Program Management
Incumbent plays key role in formulating, directing, coordinating, articulating policy the establishment and revisions of policies and procedures relative to the functional responsibilities involving planning, directing, coordinating, controlling and evaluating the varied activities of OUI. Maintains oversight of the formulation of plans, organizational objectives, policies and procedures to ensure that OUI’s mission is implemented in a timely and efficient manner. Participates in and/or leads participation in the extensive and delicate coordination of necessary changes relative to unemployment insurance program. Uses own initiative and judgment in the development and adaptation of national and local policies and procedures that impact direction of daily operations. Develops strategies for customer support and policies and procedures for managing UI programs.
Incumbent establishes priorities, monitors and reports status to Sponsors and Senior Leaders on key program activities, deliverables, and accomplishments. Conducts various studies and evaluations requiring the application of many different and unrelated processes, differing regulatory criteria and procedures. Directs the planning, integration, coordination, and management of program and services against established policies and procedures. Analysis and recommendations could substantially alter or change policies and programs. Identifies deficiencies and establishes policies and procedures that contribute to the effectiveness of newly introduced guidance. Addresses deviations from schedule; responds to data calls from internal and external sponsors; addresses and resolves problems and issues; evaluates success in providing/delivering program services; assures services delivered conform with applicable laws, regulations, standards, and internal and external procedures. Responsible for implementing new and improved processes and procedures to meet and sustain all aspects of unemployment insurance programs.
Incumbent monitors technical and functional developments; introduces and orchestrates change; and stays abreast of technological and operational developments in the program in order to test new concepts, approaches, and tools and to discuss and introduce proven enhancements and changes in the approach, design, and processes with the program. The incumbent also analyzes and evaluates linkages between the program processes and procedures; and provides expert recommendations that will serve to improve the efficiency and effectiveness of overall operations and benefit of program.
Responsible for developing, authoring, interpreting and promulgating technical and administrative policies and procedures for the establishment, management, and maintenance within the program. These policies and procedures will be supportive of directives and policy from higher authority. Incumbent make technical determinations as to the courses of action to pursue, and resolves problems requiring final decisions or arbitration at the highest levels within the OUI. Resolves different viewpoints regarding matters of management and organization. Reviews and directs appropriate corrective action on inspection reports and all documentation pertaining to the evaluation of any UI operation with sponsors, senior leaders within ETA, DOL, Inspector General’s office, General Accounting Office (GAO), internal and external audit agencies, and etc. Incumbent will also receive, interpret and disseminate directives from other authorities, determine relevance and recommend action and serve on ad-hoc teams responsible for developing and promulgating new approaches to and policy for integrated data environments. Maintains a broad understanding of the products and services sufficient to discuss overall program/project purpose, operations, and impact with higher authorities.
