Summary

Serve as a Supervisory Nurse for the Phoenix Indian Medical Center (PIMC) Operating Room (OR), located in Phoenix, AZ. The incumbent will coordinate all aspects of nursing care within the OR and will provide leadership, direction, and technical expertise in the planning, development, implementation, and evaluation of delivery of nursing services for the OR. The incumbent is key to creating a Culture of Excellence in the OR. The position reports to the Director of Integrated Surgical Services.

  • Assign work to various staff members within the OR, including circulating nurses, scrub technicians, and health techs, while monitoring performance of staff.
  • Assure adequate training for all staff consistent with their position descriptions, including compliance with standards of care, patient safety, and other applicable standards.
  • Order equipment and supplies to make sure necessary items are ready and available to the providers, while maintaining cost containment.
  • Perform the duties of circulating nurses and scrub technicians, while being the model for leadership, team work, and excellence in performance.
  • Implement personnel management procedures, training and career development plans, grievance procedures, safety practices, and specific orientation.
  • Work with the hospital performance improvement coordinator to assure compliance with The Joint Commission (TJC) standards.

This is a designated position covered by Public Law 101-630, requiring contact or control over Indian children. Upon tentative selection, selectee will be requested to complete, sign, and submit the Addendum to OF-306, Child Care & Indian Child Care Worker Position form. Due to this requirement, the agency must ensure that persons hired for these positions have not been found guilty of or pleaded nolo contendere or guilty to certain crimes.

Measles and Rubella immunization required for selectees born after 1957. Seasonal Influenza immunization is required for civilian health care facility staff working in Indian Health Service health care facilities.

The selected individual is required to obtain and maintain medical staff clinical privileges, including any licensure requirements. If privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.

Security Clearance: If you are selected for this vacancy, you must undergo a pre-employment fingerprint check and background investigation. Fingerprint results and background investigation documentation must be cleared prior to hire. You will receive instructions on how to obtain and submit fingerprints and background investigation documentation. Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume.

BASIC REQUIREMENT(S):

Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.

Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination (NCLEX). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-

MINIMUM QUALIFICATIONS:

GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector.

Specialized experience is defined as: Providing leadership and expertise in operating room nursing practice, including scrubbing and circulating nursing services; direction, and technical expertise in the planning, development, implementation, and evaluation of the delivery of nursing services; promoting the professional practice of nursing using evidence-based practice principles and professional peer review.

Selective Placement Factor: The credential listed below has been identified as a Selective Placement Factor and is a requirement for the position. Failure to provide proof of meeting this requirement with your application packet will result in the loss of consideration.

  • Certification as a Certified Nurse Operating Room (CNOR) by the Competency and Credentialing Institute (CCI).

Applicants Unable to Obtain a Completed Form BIA-4432, "Verification of Indian Preference for Employment in the BIA and IHS Only." We understand that some applicants with Indian Preference (IP) have been unable to obtain a signed Form BIA- 4432 from their Tribes to demonstrate that they are an enrolled member of a Federally Recognized Tribe, since many Tribal Government Offices have closed during the COVID-19 pandemic. The Indian Health Service will make an exception enabling applicants to provide a Certificate of Indian Blood (CIB) or other Tribal enrollment documentation when initially applying for the position. This will allow Indian Health Service hiring officials to select and bring the applicant on board without delay. However, once the COVID-19 period officially ends and full operations have been restored, Indian Health Service will require applicants to obtain and submit the signed, official Form BIA-4432, "Verification of Indian Preference for Employment in the BIA and IHS Only." within 60 days. If the new employee fails to obtain the signed enrollment form, Indian Health Service will terminate the employee.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave is earned.

Recruitment or relocation incentives may be authorized. At least a 1 year service agreement will be required.
