Duties

The Director is responsible for the leadership, management, and execution of the Center's efforts in its mission to support the President's oversight of
Federal regulation, as well as delivering support services for rule making management across the Federal government.

  • Responsible for leadership, management, and execution of the mission to support the President's oversight of Federal regulations, as well as delivering support services for rulemaking management across the Federal government.
  • Responsible for developing and implementing Customer Experience practices and processes to help ensure the program's responsiveness to stakeholder communities.  Serves as a customer experience expert, providing expert analysis and advice on matters pertaining the practice of designing and reacting to customer interactions to meet or exceed customer expectations and thus, increase customer loyalty and advocacy. 
  • Develop and implement Program Management strategies, procedures, and practices intended to transform electronic rulemaking management to respond to continuously evolving customer needs.  Support services include identifying, prioritizing, and coordinating program requirements to be delivered to GSA IT to support the design, development, and deployment of information technology as well as development and dissemination of information.
  • Responsible for leading Data Analytics services that include development of data analytics services relating to rulemaking as well as conducting data analytics to improve internal business processes and customer engagement along with any other activities in support of improving the Federal rulemaking process.

  • Undergo and pass a background investigation (Tier 2 investigation level).

  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position
  • Serve a one year supervisory or managerial probationary period, if required

The GS-15 salary range starts at $142,701per year.  

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service.

Specialized experience is experience developing and implementing communications plans and/or marketing strategies and applying communications principles, methods, and techniques to deliver key messages to stakeholders.  Examples of qualifying experience include:

  • Directing agency level or organization level communications plans and/or marketing strategies.
  • Served in a senior or support role planning, developing, and implementing communications plans and/or marketing strategies.
  • Developing and directing social media campaigns and /or web content.

  • Ability to identify opportunities to develop new products and services. 

  • Ability to analyze broad and complex program problems in order to reach sound conclusions and to provide advice to senior management officials.

  • Knowledge of strategies, tools, techniques, and methods related to implementing, maintaining, and improving data analytics services.
