Duties

Help

Subject matter expert/consultant/authoritative advisor:

  • Serves as a senior electrical engineer with overall responsibility for the technical and business management of designated design, construction, renovation or alteration project processes as well as managing select projects and studies. Provides oversight and expert technical consultation services, conducts or assists with commissioning and engineering review in support of GSA's national Design and Construction Programs and initiatives and implements standards, policies, regulations, statutes or Executive Orders applicable to the GSA Design and Construction programs.
  • Serves as a recognized technical authority to all GSA regional architects, engineers and building managers as well as contract A/E firms and construction teams regarding the repair, alteration, maintenance and security issues on all significant, complex or highly visible projects. 
  • Independently or as a “team leader”, conducts briefings, discussions, and negotiations with high level agency representatives, GSA management, and project teams, A/E firms, construction firms and external stakeholders to resolve controversies, promote innovative design and construction approaches, and develop consensus on projects with state of the art engineering issues or other sensitive professional matters.
  • Applies new developments and experienced judgment in adapting existing knowledge or applications to fit a unique design or construction issue or situation.
  • Applies expert knowledge of the latest GSA engineering standards including PBS-P100 requirements and specifications and provides recommendations and directions to technical and professional staff.
  • Coordinates with other assigned personnel to assure that all technical areas are covered, that proper design consideration is given and that the total project objectives and schedules are met.
  • Prepares and conducts periodic technical training and seminars at the Regional or National level for technical associates and management to acquaint them with the GSA’s engineering programs, as well as the latest GSA technical standards, and innovative processes and techniques pertaining to the engineering field.

Technical Expert for Procurement and/or Project Support:

  • Incorporates relevant features into design solutions; confers with GSA or client contacts regarding project requirements, building limitations and space usage to determine the most economical solution.
  • Coordinates with other assigned personnel to assure that all technical areas are covered, that proper design consideration is given and that the total project objectives and schedules are met.
  • Prepares detailed cost or A/E fee estimates and pertinent correspondence, plans, reports, and Architect/Engineer (A/E) contract criteria necessary for project completion.
  • Prepares statement of professional scope of work and negotiates contract specifications and design changes with organizational elements of the agency and contractors.
  • Participates in review of bids, contractors' proposals, contract specifications and designs, as well as in contract negotiations and technical and business discussions with contractors.
  • Monitors and assesses effectiveness of contractors in meeting contractual requirements, both technical and administrative.
  • Reviews design documents in area of subject matter expertise. Is an expert in applicable code compliance and application of same to design documents.
  • Applies cutting edge knowledge of energy saving, energy reducing and alternative energy driven mechanical equipment.

Contracting Officer's Representative Duties:

  • Represents GSA and the Contracting Officer on Architect/Engineer, Construction Management, and Construction contracts as the Contracting Officer’s Representative (COR).
  • Exercises full delegated authority for the Contracting Officer, reviewing and inspecting the work as it proceeds in compliance with contract requirements.
  • Monitors and reviews design and construction project progress, offers advice on reallocation of funds, schedules and work required to complete assigned projects.
  • Resolves problems or conflicts impeding progress, and assures that contractors and agency staffs work effectively toward timely completion of projects.
  • Reviews and analyzes highly controversial and/or complex change orders and contractors claims to insure that they are resolved.
  • Provides expertise and final acceptance inspections and completes all administrative actions required to close out assigned projects.
  • Presents the agency’s position on matters such as phasing, funding and resultant impact on design and construction projects.
  • Serves on A/E and Construction selection panels promoting design and construction excellence initiatives and attends meetings with A/E and contractors.
  • Prepares and administers IDIQ contract(s) for consulting engineering services and provides initial guidance and continued coordination for various engineering services from planning through post occupancy.

The GS-13 salary range starts at $111,286 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

BASIC REQUIREMENTS FOR ENGINEERS: A Degree in professional engineering OR a combination of college-level education, training, and/or technical experience. For specifics on qualifying education and/or experience - use the following link: Basic Requirements for Engineer Positions.

SPECIALIZED EXPERIENCE:  

In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience isapplying professional electrical engineering principles, concepts, and practices in the design of construction or alteration projects involving large and complex buildings or major building systems; and the coordination of the activities of architects, engineers, tenants and construction contractors on such projects.  Such experience must also include having independently managed projects (balance scope/quality, schedule and budget) requiring the services of multiple disciplines from project initiation phase through project closeout.

  • Knowledge and skills sufficient to evaluate and incorporate the latest developments in the field of electrical engineering into technical requirements.
  • Knowledge of electrical engineering practices and techniques related to the renovation, restoration, and adaptive re-use of existing buildings as well as the design and construction for new facilities.
  • Expert knowledge of traditional as well as state-of-the art techniques and approaches to hazardous electrical situations and/or areas of concerns such as Arc Flash Hazards and Grounding of sensitive electrical and electronic equipment.
  • Expert knowledge in the design and installation of electrical distribution systems including transformers, generators, motors, and changing lighting and lighting control systems in addition to alternative energy systems. Knowledge of state-of-the art electrical testing and troubleshooting methods/means.
  • Knowledge and expertise in the field of Electrical Power Engineering, National Electrical Code (NEC/NFPA 70) knowledge, Lighting, Lighting Control Systems, SCADA systems, Emergency Power Generation and other associated electrical Code knowledge.
  • Expert engineering knowledge and ability to design and review designs of large and complex structures and building systems.
  • Knowledge of and skill in applying concepts and procedures associated with project management, financial management and/or procurement vehicles.
  • Knowledge and ability required to use CAD (Computer Aided Design) and BIM (Building Information Modeling) software to prepare and/or modify building drawings.
  • Expert ability to read, interpret and implement building plans, blueprints, and technical information pertaining to building structures and equipment.
  • Knowledge and ability to develop new specifications and/or utilize standardized specification packages.
  • Ability to communicate effectively, both orally and in writing to effectively present technical engineering data to varied target audiences.
  • Knowledge of Contracting Officer’s Representative (COR) duties and limitations as defined by the Federal Acquisition Regulations.
