Serves as an interdisciplinary expert on the San Francisco Bay and Sacramento-San Joaquin Delta estuary, managing and directing the implementation of the legal and regulatory requirements of Departmental and Congressional initiatives. Develops strategies and local policies to implement Bay-Delta programs by translating higher level policy into the scientific requirements necessary for continued long-term operations of the Central Valley Project (CVP) and on-the-ground implementation of environmental restoration projects.

-Advises and assists in formulating Bay-Delta Office (BDO) scientific policies, managing restoration program execution, and maintaining appropriate relationships with other government entities, water districts, power customers, environmental organizations, and the general public.

-Develops and recommends scientific policy affecting BDO project activities under incumbent’s responsibility, including legal and regulatory requirements for the operation of the CVP and State Water Project (SWP).

-Oversees and directs statutory requirements of laws to ensure that realistic scientific requirements are used to attain the goals of Federal reclamation law, the Endangered Species Act (ESA), Fish and Wildlife Coordination Act (FWCA), and National Environmental Policy Act (NEPA).

-Analyzes and evaluates the content of the Water Infrastructure Improvements for the Nation (WIIN) Act, Calfed Bay-Delta Authorization Act (CALFED), Central Valley Project Improvement Act (CVPIA), Water and Related Resources programs (WRRP), and Biological Opinions (BiOps) implementation/development for environmental compliance and projected impact upon Reclamation and Department programs and resources.

-Develops new and supplemental fiscal and water management policy language through extensive research of existing applicable fiscal and water regulations.

-Conducts analytical evaluation of evolving Federal and State legislative actions and comments provided by agencies and stakeholders for impacts on the scientific activities carried out by the BDO.

-Provides oversight and program management in coordinating Regional interests in the management and administration of assigned Bay-Delta activities.

-Plans, designs, and carries out implementation and coordination activities and special studies to develop long-term Regional scientific policy for environmental restoration of the Bay-Delta.

- Develops detailed environmental restoration plans, goals, and objectives for long-range implementation and development.

-Coordinates the approval and implementation of new or revised water resources policies with entities responsible for policy driven actions.

-Formulates the types and methods of the specific scientific tasks to be accomplished in studies, sequence of or work items to be produced, and target dates for accomplishment.

-Coordinates the preparation of budgets and schedules of work, identifying projected time and staff needed for project accomplishment and review activities of various environmental and scientific documents.

-Represents the Region in meetings, including public involvement meetings, policy and technical meetings, and Congressional and State committee meetings. Resolves differences and conflicts and negotiates compromises among diverse interest groups.

In addition to meeting Basic Education, applicants must have specialized experience as defined below:  

GS-13: One year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in the Federal service.

To meet specialized experience, your resume must describe experience that demonstrates the particular knowledge, skills, and abilities as follows:

GS-13: Professional experience conducting comprehensive management studies to aid achievement of program and organizational goals; developing process improvements for effective management and reporting of program resources; adapting analytical techniques and evaluation criteria to measure and improve program effectiveness and organizational productivity; developing, modifying, or providing input on water resources management plans, goals, or objectives for projects or operations; determining resource requirements (staffing/funding/equipment) based on water resources program/project objectives or operational needs; managing, leading, administering or monitoring water resources management programs, projects, operations or activities; analyzing and interpreting information or data for use in water resources management program activities. These examples are not all inclusive.

Experience that would not normally be part of an applicant's position may be creditable when documented by satisfactory evidence (e.g., a memorandum from the manager or human resources director, SF-52, or similar documentation). 

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Additional information

Relocation: Travel and relocation expenses are not authorized and are the responsibility of the selectee.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

3. Thorough knowledge and understanding of regulatory, budgetary, and enforcement aspects of program administration to measure and evaluate accomplishments and effectiveness.    
4. Comprehensive knowledge of programming and budget regulations, guidelines, and processes to develop long and short‑range plans and guidance.
5. Mastery of written communication skills for speeches, writing, and media presentation.
