The purpose of foreign aid should be ending the need for its existence, and we provide development assistance to help partner countries on their own development journey to self-reliance – looking at ways to help lift lives, build communities, and establish self-sufficiency.  As a Management and Program Analyst with USAID, you will serve in an analytical or consultant-type role to examine mission oriented programs and processes to help the Agency meet its mission.

As a Management and Program Analyst, your responsibilities will include the following:

  • Conducting extensive data research from diverse sources; extracting and assembling information; and applying advanced analytical techniques to develop conclusions;
  • Identifying issues, analyzing information, and developing advice and guidance to resolve problems affecting the effectiveness and efficiency of work operations in a program;
  • Modifying qualitative and quantitative analytical methods to fit a wide range of variables, including issues, problems, or concepts that are not susceptible to direct observation and analysis;
  • Adapting guidance to particular requirements, such as modifying verbal presentations to suit participant groups' needs and interests;
  • Consulting and coordinating with USAID managers to accomplish assignments and reviewing and discussing operations, special projects, long-and short-range plans, and other management considerations, such as determining training needs, and providing constructive feedback; and
  • Providing advice and guidance on program-related or administrative policies, and management and organizational theories.

Qualifications

GS-09 - You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) Preparing comprehensive analyses and evaluations pertaining to the effectiveness of operations; b) recommending changes in methods to improve organizational efficiency and effectiveness; c) planning, coordinating and establishing operating methods and procedures for accomplishment of project mission.

OR a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

GS-11-You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) developing detailed plans, goals, and objectives for the long-range implementation and administration of programs; b) making decisions concerning the planning, organizing, and conducting of studies that may be complicated by conflicting program goals; and c) making decisions about the work, taking into consideration the uncertainties about the data and other variables that may affect performance.

OR a Ph.D. or equivalent doctoral degree, OR have successfully completed an LL.M. degree that is related to the position being filled.

GS-12 - You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) researching Agency-wide program and policy issues to support the decision-making for the head of an organization; b) determining pertinent issues and collecting relevant information from a variety of sources; and c) reviewing information and applying standard analytical techniques. 

GS-13 - You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) assessing the productivity, effectiveness, and efficiency of program operations; b) establishing criteria to measure and predict the attainment of program or organizational goals and objectives; and c) developing related administrative regulations, such as those governing the allocation and distribution of personnel, supplies, equipment, and other resources, or promulgating program guidance for application across organizational lines or in varied geographic locations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
