As an Administrative Officer, your duties may include some of the following:

  • Serving as an expert and subject matter resource on the development and implementation of administrative policies and requirements to support major agency organizations; review and interpret regulations, agency and government-wide policies and directive materials, and initiate the appropriate actions necessary to implement new or revised policies or procedures to ensure the organization’s compliance;
  • Providing expert advisory, consultative, and technical services to employees, agency program line supervisors and managers on a broad range of human resources issues that involve complex and controversial issues; serve as the primary liaison to with the Bureau for Management, Office of Human Capital Talent Management (HCTM), the Office Of Security (SEC), and other collaborating partner offices;
  • Managing and coordinating a variety of personnel functions, including: Foreign Service and Civil Service position management; recruitment, staffing action preparation and coordination; performance evaluation coordination; awards recognition, employee training programs, and other areas;
  • Serving as a partnering stakeholder in administrative and management programmatic activities by formulating and recommending process improvements or revisions to policies and procedures;
  • Managing the provision of equipment/property and office operational services necessary to support the B/IO (e.g., IT hardware and software, specialized automated systems, telecommunications, copiers, and office supplies);
  • Tracking, analyzing, and maintaining a wide range of financial management and budget information and instruments pertaining to obligations and expenditures, procurement, financial projections, and interagency and multi-year funding sources in order to identify issues concerning the adequacy/accuracy of data; and
  • Serving as a COR/AOR or serve on technical panels related to procurements.

Qualifications

Below, are the specialized experience requirements for each grade level:

GS-9:  You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-8 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include:  (a) utilizing base management principles, practices, methods and regulations in the provision of administrative services; (b) applying basic analytical and evaluative methods and techniques to support administrative and programmatic operations; (c) providing administrative/management support with any combination of the following: human resources actions, logistics, badging and enrollment, awards and performance management.

OR - A master's or equivalent graduate degree, OR 2 full years of progressively higher-level graduate education leading to such a degree, OR L.B. or J.D., if related, may be substituted for experience at the GS-9 level.  

GS-11:  You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: (a) utilizing management principles, practices, methods and techniques in order to coordinate a wide range of administrative services for a moderately large organization, (b) applying, analytical and evaluative methods and techniques in order to monitor, evaluate, and improve the efficiency and effectiveness of administrative program operations, (c) applying a wide range of personnel and manpower principles and practices relating to classification, recruiting, staffing, performance management, training, logistics, badging, equipment, etc., to initiate and coordinate government civilian personnel actions.

OR - A PH.D. or equivalent doctoral degree, OR 3 full years of progressively higher-level graduate education leading to such a degree, OR LL.M., if related, may be substituted for experience at the GS-11 level. 

GS-12:  You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: (a) developing, utilizing, and advising on management principles, practices, methods and techniques in order to manage and coordinate a wide range of administrative services for a moderately large and complex organization, (b) preparing and delivering information, and written materials to present a variety of issues and to make recommendations to program officials of the organization served, (c) applying a wide range of personnel and manpower principles and practices relating to classification, recruiting, staffing, performance management, training, logistics, badging, equipment, etc., to initiate and coordinate government civilian personnel actions.

GS-13-You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: (a) serving as a subject matter expert in the interpretation and furtherance of management principles, practices, methods and techniques in order to manage and coordinate a wide range of administrative services for a moderately large and complex organization, (b) preparing, organizing and delivering information, and written materials to present a variety of issues and to make recommendations to program officials of the organization served, (c) applying a wide range of personnel and manpower principles and practices relating to classification, recruiting, staffing, performance management, training, logistics, security-related actions, space management, reporting, travel policy and processing, emergency planning,badging, etc., to initiate and coordinate government civilian personnel actions, (d) serving on working groups or panels in the development of policy or procedure.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
