As a Budget Analyst, your duties will include the following: 

  • Providing formulation and justification of budgets for a portfolio of operating units, developing options and recommendations for program budget requests and allocations, and overseeing preparation of concise briefing materials;
  • Analyzing final appropriations actions by the Congress, including appropriated amounts by budget account and earmarks and directives, and using knowledge of Congressional appropriation processes and USAID programs and Presidential priorities to advise on a strategy for engaging Congress on budgets and programs and the details of Congressional Notification of country programs and program changes;
  • Reviewing and analyzing requests for budget reallocations from USAID missions and bureaus and providing options and recommendations to the Administrator on reallocation requests;
  • Performing budget execution work involving the most difficult fund control activities including adapting budgetary policies, analytical methods, and regulatory procedures for use in ensuring consistency in the linkage between overall program budget and resource allocations and development priorities as articulated by the USAID Administrator;
  • Notifying management officials of trends toward over- and under- obligation of allocated resources and recommending approval or disapproval of requests for allotments and other similar funding requests; and
  • Working closely with bureau program and budget staff to develop and maintain expertise over the budget accounts and programs in the incumbent's area of responsibility.

Qualifications

GS-09; You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. One year of experience refers to full-time work; we consider part-time work on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) checking the accuracy and consistency of data such as estimates, obligations, expenditures, revenues, and reimbursements; b) deciding which records and documents to review and which data to extract from them; and c) deciding the methods, schedules, forms, and documents on which to enter or adjust data.

Or You may substitute the following education in place of the above specialized experience: Master's or equivalent graduate degree, 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related.

GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level.  One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) preparing reports and statistical data for management while effectively combining professional, technical skills, theories, evaluation, and analysis techniques to determine the budgetary and reporting needs of management; b) participating in the process of fund control for assigned areas, to include planning, apportionment, operating plan development, and analysis, and forecasting of budget requirements; and c) analyzing budgetary variances, their causes, project costs, and recommend solutions to problems.

Or Ph.D. or equivalent doctoral degree, 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.

GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level.  One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) examining budget estimates for completeness, accuracy, and conformance with procedures and regulations; b) monitoring and reporting on program obligations; and c) utilizing electronic/automated financial management systems to review and update data.

GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) analyzing monthly department budgeting and accounting reports to maintain expenditure controls; b) matching appropriations for specific programs with appropriations for broader programs, including items for emergency funds; and c) providing advice and technical assistance with cost analysis, fiscal allocation, and budget preparation.

One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower grade level for this position includes: Demonstrated experience formulating, projecting, and executing Federal budgets for major Agency programmatic components for management consideration.
 
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

ICTAP/CTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
