Summary

As Branch Chief, supervises a team responsible for PBS regional programs including but not limited to Rent Bill Management (RBM), Occupancy Agreements (OA), Spatial Data Management (SDM), Rent Bill Policy/rent billing issues, appraisal, rent estimates and other data management, processing and analysis tools.

Located in the Planning Division, Business Analysis Branch,Public Buildings Service, Auburn, WA.

Duties

Help

  • Manages a team of analysts who are accountable for the data manipulation, analysis, data integrity and reporting. The team is primarily focused on creating, monitoring, tracking, reporting, and analyzing key operational data, reports and metrics to drive business changes, results and behaviors.
  • Performs full range of supervisory functions.
  • Interacts closely across business lines, national office, and across regions. Devises methods to be used in securing and analyzing information and data needed to assist the Planning Director in the development of short- and long-range planning projects, including business plans, strategic plans, and tactical plans for strategic planning, portfolio management and customer engagement purposes.
  • Supervises, evaluates, plans and directs the analytical and evaluative work for critical PBS functions related to the development and presentation of strategic real estate, portfolio and customer plans and programs. Plans, establishes and directs programs implementing administrative control systems for PBS.
  • Determines the need for written policies and procedures. Conducts comprehensive evaluations of ongoing functions to ensure that PBS meets its stated goals, and identifies areas where operational efficiency can be enhanced.
  • Supervises the work efforts of technical personnel in conducting conceptual systems analysis, evaluations, or investigations of highly unstructured and interconnected problems involving complex administrative or programmatic issues and problems.
  • Provides guidance and leadership to programs impacting one or more PBS Divisions. Plans, organizes, and carries through to completion analytical studies involving issues related to key agency programs. Develops new ways to measure program accomplishments, results and effectiveness, as well as successfully implement broad change. Develops and reviews organizational changes to reflect changing conditions, program requirements or new management concepts.
  • Makes recommendations for the development or modification of program objectives and resource utilization to achieve established goals, improve the performance of operating programs, and improve the delivery of services.

  • Serve a one year supervisory or managerial probationary period, if required.

The GS-14 salary range starts at $118,099 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is defined as analyzing and measuring the effectiveness, efficiency and productivity of administrative or technical programs; overseeing workforce and other related studies, coordinating and analyzing findings and making recommendations on substantive programs; identifying or developing metrics to measure success of initiatives and using quantitative and qualitative data to determine if success has been met.

  • Ability to identify problem areas, conduct extensive research, evaluate complex technical data, and make decisions or recommendations of a highly critical nature.
  • Skill in interpersonal relations and in written and oral communications required to explain and negotiate requirements and/or implementation of program initiatives; ability to present findings and conduct formal meetings in a concise and professional manner.
  • Knowledge of clients and client needs.
  • Knowledge of capital planning process, including congressional approval process.
  • Knowledge of financial analysis techniques related to real estate.
  • Knowledge of commercial real estate principles and practices, markets and asset values.
  • Comprehensive knowledge of Government and agency regulations, policies, processes and procedures, including Federal laws and regulations, Executive Orders and agency directives pertaining to the designated program area(s).
  • Mastery of program analysis, management and evaluation methodologies, including the organizational theories and research principles necessary to perform broad, far-reaching studies impacting regional and Agency operations.
  • Expert knowledge of qualitative and quantitative techniques to analyze the effectiveness and efficiency of assigned programs, specifically management objectives and issues relevant to organizational goals.
  • In-depth knowledge of agency organization, programs, mission and functions in order to apply analytical and evaluative methods to issues concerning the efficiency and effectiveness or programs operations or functions.
