Summary

The incumbent of this position will manage the Vendor Management and Strategy Branch. The Supervisory Management and Program Analyst provides quarterly reports on software cost savings on behalf of the FAA CIO through DOT to OMB. He or She is a recognized expert within FAA and is called upon to provide leadership for highly complex and challenging activities under the minimal direction of a manager or executive.

Serves as a technical expert to develop new and innovative software management concepts, approaches, methodologies, techniques, and policies, or as a senior team leader for challenging work activities. Often representing FAA as the primary technical authority for major projects and programs. Provides day to day administrative contract management and support for execution of Software Licensing/Agreements, PLAs and IAAs. Serves as an expert for managing software inventory and license agreements.

Typical duties include but are not limited to:

- Provides guidance and assistance to Program Management Office , Project Managers and FAA executives concerning the acquisition planning and contractual/procurement aspects of highly complex, high monetary value, long term acquisitions for major FAA enterprise IT software contracts at the national level

- Oversees software performance including but not limited to the review and approval of invoices, vouchers, progress reports and deliverables;

- Maintains a continual agency-wide inventory of software licenses, including all licenses purchased, deployed, and in use, as well as spending on subscription services (to include provisional (i.e. cloud) software as a service agreement (SaaS))

- Provides COR oversight or assistance in the development of market research effort, Request for Proposal (RFP), Request for Quote (RFQ), Invoice issues and Statement of Work (SOW) if needed

- Employs a centralized software license management strategy that includes development of an approved list of software and an associated implementation plan. The plan should address, at a minimum, life-cycle phases, funding aggregation, and other considerations, including the use of Software-as-a-Service (SaaS)

- Increases use of Government-wide software license agreements and implement strategies to reduce duplication after an agency determines that a product meets a validated need, based on technical requirements

- Ensures, through effective market research, that terms and conditions in agency commercial license agreements are consistent with customary practices, to the maximum extent practicable, and are negotiated to meet the agency's needs;

- Ensures that the workforce personnel involved in software license management (e.g., legal, acquisition, system administration, technical support, and users, as appropriate) are trained in relevant software management topics, such as intellectual property and software contracts, license negotiations, license compliance laws, regulations, software audits, security planning, configuration management, provisional services (i.e. SaaS), and Section 508 compliance.

He/She defines, plans, and organizes the assigned budget, staff, and other resources to accomplish objectives for the organizations projects and programs. Manages budget and either reallocates resources among the organizations projects and program or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements.

Contacts are primarily within the organizational unit, major subdivision and the LOB/SO with subordinates, peers, and higher level managers to discuss the status of projects/programs and to plan for the future. May have frequent contact with customers, other government entities, and other external parties to interpret policies/procedures or for other project/program purposes.

Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution.

The incumbent and organizational performance is typically reviewed periodically by higher level management, usually through status reports and organizational performance measures.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: Experience in contract management, invoice review, financial reconciliation, monitoring obligations/expenditures on major software licensing efforts to provide advice and alternate solutions for software management issues.
