Summary

Incumbent serves as an Aviation Technical Systems Specialist in the Aeronautical Information Standards Branch within the Air Traffic Safety Standards Oversight Division of Air Traffic Safety Oversight Service (AOV). Acts as principal technical specialist or as a project manager or team leader for large work activities under the minimal direction of a manager, project/program manager, team leader, or more experienced technical specialist.

Applies experience and comprehensive technical knowledge applicable to the United States National Airspace System (NAS), as well as an understanding of new technologies and methodologies, to solve complex problems and develop improved technical processes or systems. He/she apply technical experience for evaluation of new technologies and methodologies when developing, integrating, and evaluating standards to diverse complex problems. The incumbent considers the objectives of the major subdivision and LOB/SO when developing, integrating, and implementing solutions to diverse, complex problems. Assignments frequently require knowledge and experience working across functional and/or organizational lines.

Typical assignments may include: complex system design and integration; investigation and inspection activities; compliance and enforcement actions; develops strategies to support oversight of aeronautical products and services; monitors and evaluates the processing of aeronautical data into information products and services; provide oversight for the life-cycle management of aeronautical products and services; evaluates ongoing research and analyses; conducts investigation and inspection activities and compliance and enforcement actions; and maintains direct responsibility for project and program management.

Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules.

Contacts are internal and external. Creates a professional atmosphere that promotes human relations and open communications between government organizations, offices, and industry. Often represents the Federal Aviation Administration (FAA) oversight responsibility as a senior technical point of contact on projects, programs and other work activities. Also represent and present FAA position and policy for the oversight of information management in international and domestic forums. Communicates results to all levels internally (within an LOB/SO, across LOB's/SO's) and externally. Plays a lead role in drafting, reviewing, and editing reports or contractual documents for final approval prior to external distribution. Presents briefings to obtain consensus/approval on policies. Coordinates significant technical matters with representatives of external organizations.

Broad policies and objectives provide general guidance for addressing issues, but allow considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations as the situation requires. Provides policy guidance and instruction to others, both internally and externally.

Provides guidance to lower-level staff on how to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Develops plans, techniques, and policies to address current or anticipated problems and issues. Works with management to solve problems.

Work is reviewed rarely, typically through status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity.

Work activities typically impact directly on the objectives of one or more major subdivisions or LOB's/SO's and may impact on the objectives of the FAA. In some areas, the work may affect the safety and security of customers.

Qualifications

To qualify for this position at the J payband you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I or FG/GS 13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but is not limited to: Experience monitoring and evaluating the processing of aeronautical data into information products and services and using complex system design and integration. Experience evaluating ongoing research and analyses; conducting investigation and inspection activities and compliance and enforcement actions; and providing support for project and program management.

Permanent Change of Station (PCS): IAW FAA Travel Policy, fixed rate PCS is authorized. Current Federal government employees (transfers without a break in services) are eligible for fixed rate PCS up to $27K. All other selectee (s) are eligible for a fixed rate PCS up to $10K.



This is a bargaining unit position.
