Duties

The incumbent serves as a Branch Manager with overall authority and responsibility for the technical and administrative direction of the branch. In this capacity, he/she oversees the compliance with Personnel Security program rules and regulations; advises and consults with FAA/ASH managers on personnel security matters; and administers the position sensitivity risk designation program. Directs the work of subordinate employees by setting priorities, assigning tasks, monitoring and evaluating performance, coaching and developing employee capabilities, approving leave, and taking or recommending corrective/disciplinary action as appropriate.

Incumbent applies an advanced knowledge of the technical personnel security aspects of the work directed and an advanced understanding of the objectives of the major subdivision. Works under the broad program direction of the Division Manager, with delegated authority to independently manage and direct the functions of the branch with minimal direct supervision. Keeps the Division Manager informed of overall program progress and unusual or potentially controversial issues and proposed approaches to address and resolve those issues. Establishes and maintains collaborative relationships with other FAA and DOT organizations, and other Federal agencies, as necessary.

Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution. Work performance is reviewed periodically by the Division Manager through status reports and organizational performance measures to ensure timeliness, policy compliance, and alignment with project and program objectives.

The incumbent has discretion to ensure the alignment of projects and programs objectives.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year
(52 weeks) of specialized experience equivalent to the (FG/GS-13/FV-I) level. Specialized experience is defined as that which has equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform the duties of the position, and is typically in or directly related to the line of work of the position to be filled.

SPECIALIZED EXPERIENCE for this position is defined as experience that demonstrates an In-depth knowledge of personnel security programs, experience providing technical guidance and evaluating personnel security programs.
