Duties

Help

  • Incumbent is responsible for the full range of contract procurement and administration duties for building services, complex construction, professional services A/E, construction management (CM), M&I services, design build, construction manager as contractor (CMC), national contracts and other special projects.
  • Responsible for construction of contractual vehicle including use of pricing arrangements, subcontracting policy, set-aside policies and similar considerations.
  • Performs detailed analyses of all cost elements in contractors' proposals and makes competitive range determinations.
  • Plans the negotiation strategy, coordinates with negotiation team and other necessary activities such as legal counsel, audit and subordinate activities.
  • Represents the highest level of management in GSA in day-to-day contacts with contractor officials (e.g., presidents, senior vice-presidents, contract managers, auditors and controllers).
  • Advises and trains team members (e.g., Contracting Officer's Technical Representatives) to evaluate and monitor performance of contractors (including that of any subcontractors) related to contracting issues such areas as delivery schedules, cost, progress payments, use of Government-furnished property, use of facilities, and management of maintenance and repair
  • Performs other duties as assigned.

If selected, you must meet the following conditions:

  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 4 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.
  • Work is primarily sedentary but some walking and lifting are required. Travel may require extended, unusual working hours.

The GS-13 salary range for Atlanta, GA starts at $96,117 per year.  

The GS-13 salary range for Nashville, TN and Tampa, FL starts at $91,231 per year.

The GS-13 salary range for Birmingham, AL starts at $91,475 per year.

The GS-13 salary range for Charlotte, NC starts at $92,403 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

You must meet the requirements in 1, 2, or 3 below:

  1. All of the following: 
    (a)
    Completion of Training listed in Level I & II of  FAC-C Course Requirementsor FAC-C Level II or III, or a DAWIA level II or III certification.  If your certification is over 2 years old, 80 hours of Continuous Learning Points are required to maintain certification.
    (b) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and
    (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.  
  3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above.


Specialized experience is one year of experience equivalent to the GS-12 in the Federal service.

Specialized experience is defined as experience utilizing contracting regulations, policies, and procedures to; perform the full range of pre-award and post-award activities on various contract types such as fixed price, fixed price economic price adjustment, various cost type contracts, requirements contracts, performance based acquisitions, and multiple award schedules; defend pre-award and/or post-award protests, contract claims, and contract disputes; work as part of an effective, integrated project team as well as work collaboratively with junior contract specialists and coworkers. Issuing task orders against GSA Mulitiple Awards Schedules, Government wide Acquisition Contracts (GWACs), or other government wide, multi-agency contracts.

Examples should detail evidence of professional potential, business acumen, strong oral/written communication, and relationship building in order to procure a variety of complex or specialized products and/or services. 

Education

A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

  • Expert knowledge of and ability to interpret laws, regulations, principles, and policies to generate new procurement concepts and to recommend to top management approval of procurements for the largest, newest and/or critical Government-wide programs within the design and construction industry (e.g., design excellence, Courthouse program, partnership with Associated General Contractors and Architect Institute of America) and the Building Management Industry (BOMA).
  • Knowledge and understanding of intent and uncertainties involving legislation, authorities and scope of program resulting from intense Congressional and OMB interest.
  • Knowledge of contract types, methods, and techniques including fixed price contracts, various cost type contracts, processing of unsolicited proposals, multiple awards, special provisions relating to proprietary rights and rights in data, etc.
  • Expert ability to analyze the Government's requirements and industry's capabilities so as to devise the most effective, efficient, and economical procurement methods to meet GSA's and other Federal agencies' requirements in a timely manner.
  • Authoritative and well-versed with business strategy and program and technical requirements to perform and/or direct in-depth evaluations of the performance of the contractors.
  • Knowledge of contract administration and termination techniques sufficient to administer complex, long-term contracts.
  • Knowledge of price/cost analysis techniques sufficient to evaluate proposals (including cost reimbursement), make detailed price analyses and prepare pre-negotiation positions.
  • Ability to effectively communicate orally and in writing, including skill in tact, diplomacy and techniques of negotiation to conduct negotiation and to meet and deal with high-level industry, technical, political, and other Government officials.
  • Ability to lead/direct others.
