Duties

Help

As a Supervisory Smart Buildings Operations Specialist, you will perform the following duties.

  • Develop and direct the following region-wide facilities management and tenant services programs pertaining to Federal buildings and leased space: (1) oversight of Facilities Management Programs, (2) Management of tenant services programs including child care and concessions management (3) Management of the building delegations policy, fire protection and occupancy administration programs, commensurate compliance with federal laws and regulations relating to building accessibility, (4) oversight of Smart Buildings initiatives, programs, and projects and communicating all SSB initiatives.
  • Conduct both short and long range planning relating to the aforementioned programs, evaluates goals and objectives, and adjusts and redefines objectives in response to functional and program changes. Provides critical analysis of pressing issues and required policy recommendations used by management to formulate decisions regarding changing responsibilities or business needs. 
  • Provide subject matter expertise on smart buildings technologies as well as to supervise and provide oversight for smart buildings specialists (SBS). Determines and implements improved methods, procedures and systems to substantially reduce cost without impairing effectiveness.
  • Plan and supervise the conduct of work programs of the organization, determining, scheduling and assigning the projects and activities to be undertaken. Formulates new and revised work methods for the branch to improve work products and increase efficiency of operations, controls progress of work; advises on technical and administrative questions referred by subordinates; reviews completed work for implications with respect to program plans, adherence to established policies and attainment of program objectives; and supervises the development and justification of estimates of budgetary and staffing requirements for the Branch.
  • Responsible for advocating, communicating, educating and coordinating SSB program initiatives throughout the region while ensuring compliance with national program standards.  Collaborates with regional project leads and information technology (IT) specialists to ensure compliance with agency-wide SSB policies, procedures and performance measures. Provide expert advice and recommendations to design and construction engineering teams. Collaborates with colleagues to best align program objectives with nationally administered programs.

The GS-14 salary range starts at $121,316.00 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. 

Specialized experience is experience in planning, managing, coordinating, and directing teams and programs in leased and owned Federal buildings focused on enhancing operations through the use and adoption of building system technologies. Such experience must include experience with integrating building systems, ongoing commissioning of building systems, use of Computerized Maintenance Management Systems (CMMS), and familiarity with multiple building automation system (BAS) technologies.

  • Knowledge of the occupational area of specialization, its governing laws, regulations, methodologies and/or policies to provide sound and authoritative technical guidance on all issues related to the assigned program.
  • Ability to plan, organize, implement, and manage a variety of Smart and Sustainable Buildings projects and apply analytical skills to conduct a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.
  • Skill in applying project management principles and techniques including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments.
  • Ability to apply administrative and technical supervisory authorities over a program segment and a staff of professional and technical specialist.
  • Skill in oral communications to present sensitive recommendations to higher authority, to obtain compliance with policies from activities nationwide, to articulate positions/policy of vast technical complexity and to represent the agency on task forces.
