The Deputy Associate Solicitor in the Division of Management and Administrative Legal Services (MALS) is one of two principal legal advisors to the Associate Solicitor of MALS and a member of the senior management team of MALS (consisting of the Associate Solicitor and two Deputy Associate Solicitors). The Deputy shares in full responsibility and authority for the legal and administrative functions of the Division, including long range planning and day-to-day management. The Deputy is responsible for about half of the Division’s ten legal and administrative units. The Division’s five legal units advise the Department and litigate on the Department’s behalf in the areas of appropriations law, procurement law, Freedom of Information Act (FOIA) and information law, internal employment/labor relations law, and federal records, paperwork reduction, and FOIA appeals. The Division’s five administrative units provide the Office of the Solicitor with services related to Human Resources, Financial Management, Litigation Support, and Legal Technology, as well as FOIA administrative services to the Department of Labor as a whole. The particular units falling under each Deputy will be based on mission requirements, and may vary over time as appropriate. The person hired will also have principal responsibility for overseeing cross-cutting Division functions or responsibilities such as centrally managing legal clearance matters handled by the Division, continuity planning, information governance, and reporting on Division activities. The Deputy may personally handle or lead teams on special projects, such as government-wide data calls, preparing reports, or development of new Office of the Solicitor initiatives.
Within assigned legal areas, the Deputy Associate Solicitor directs and coordinates the progress of legal matters; supervises the work of Division Counsels (supervisory attorneys) and their staff in providing legal advice and conducting litigation; develops legal policies and guidelines and directives; and helps ensure effective legal support of program goals and objectives through coordination with other DOL offices. The Deputy reviews and supervises preparation of trial and appellate briefs, legal memos and guidance, and may personally participate in significant cases or projects.
For assigned administrative areas, the Deputy Associate Solicitor works closely with that area’s supervisory administrative chief in planning and carrying out services and operations, whether in the HR, finance, IT, litigation support, or FOIA areas. The person selected helps strategize, organize, and lead efficient service delivery, and frequently communicates with leadership and the serviced community on policies, priorities and opportunities.
The person selected will join the Associate Solicitor and co-deputy in the overall supervision of the Division’s first line supervisors and some administrative support staff members, as well as providing leadership of the Division’s staff. This includes sharing in the resolution of operating problems, performance management and evaluations, filling vacancies, and related human resources activities such as reassignments, employee development, promotions, awards, and discipline. In the absence of the Associate Solicitor, the incumbent serves as Acting Associate Solicitor when so assigned and may serve as Acting Administrative Officer for the Office of the Solicitor.

1. Demonstrated experience in supervising and managing all aspects of an operational unit or projects. This includes a demonstrated ability to perform supervisory responsibilities, as indicated by a high-level of interpersonal skills, experience in leadership or complex project management, and/or past supervisory experience.
2. Significant experience as a practicing attorney in a complex and fast-paced professional environment, including the provision of both legal advice and litigation services.
3. Extensive knowledge and experience in one or more of the legal areas of responsibility of this office: federal appropriations law, federal government procurement law, federal sector employment/labor relations law, Freedom of Information Act and information law, and law relating to FOIA Appeals, federal records, and paperwork reduction.
4. Ability to oversee a management or administrative operation, including the ability to exercise judgment, planning, and business acumen in working with the administrative chief to achieve effective customer service support in one or more of the following areas: Human Resources, Financial Management, Legal Technology, Litigation Support, and Freedom of Information Act administration.
5. Ability to serve as senior advisor on highly complex legal or operational issues, making programmatic and administrative recommendations consistent with policies.
6. Ability to effectively communicate with high-level departmental officials, program heads, supervisors, customers, and the general public, through oral presentations and written work products.
7. Excellent legal research, writing and presentation abilities, including strong organizational and analytical skills.
