Summary

As a Procurement Technician, you will support the procurement program in the PBS field office by performing procurement and contract administration duties.

Location of position: Public Buildings Service, North Los Angeles Field Office, in Los Angeles, CA.

Duties

Help

  • Develops procurement plans. Compiles bidder's list.
  • Prepares and issues letters and solicitation documents, selects and ensures that appropriate clauses are included and that specifications are clear and complete.
  • Monitors contractor performance for compliance with applicable laws, delivery schedules, payment provisions and other requirements stated in the contract. Follows up on contract problems such as non-performance, inadequate performance, failure to meet contract provisions, etc.
  • Prepares termination files for use in contract termination.
  • Reviews completed contract files to ensure that all contractual obligations are satisfied, that there are no pending administrative actions to be resolved, that all documents are signed, and that the contract file is complete and ready to be closed.
  • Enters procurement data into the automated procurement information system, corrects errors, or revises data, searches for records, and retrieves reports.

  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-7 salary range starts at $49,390 per year.  

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-06 level or higher in the Federal service. Specialized experience is experience developing milestones for solicitation issuance, bid opening, pre-negotiation meetings, and award dates; reviewing and analyzing procurement documents; and reconciling contractual documents and databases.

  • Knowledge of purchasing and requisitioning methods used to obtaining services and supplies.
  • Knowledge of procurement procedures and techniques to carry out recurring assignments involving use of formal advertising methods.
  • Ability to analyze data.
  • Ability to compile and extract data using an automated system and prepare reports.
