Summary

As a Property Disposal Specialist you will perform all phases of activities involving transfer, donation, and sale of government personal property within a designated geographical area.

This position is located in the Federal Acquisition Service, Property Management Branch; Norfolk Federal Building, 200 Granby St, Norfolk, VA 23510.

Duties

Help

 The duties of the of the Property Disposal Specialist (Utilization/Donation) position include but are not limited to:

  • Providing technical advice in the application of property disposal laws, regulations, and developments.
  • Advising federal and state officials on utilization, donation, and disposal laws and regulations.
  • Recommending whether excess property should be made surplus, released for donation or sales auction, or abandoned or destroyed.
  • Coordinating and conducting sales of personal exchange/sale property or surplus property in accordance with applicable laws and regulations.
  • Completing arrangements for transfers of property between federal agencies.

If selected, you must meet the following conditions:

  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Have a valid driver's license.

The GS-11 salary range starts at $64,318 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify at the GS-11 level, you must possess one of the following:

  • Specialized Experience: At least one year of specialized experience equivalent to the GS-09 level of the Federal service. Specialized experience is defined as experience performing property disposal work for excess and surplus personal property using principals and concepts associated with two or more of the following disposal functions: utilization; donation; sales/marketing. -OR-
  • Education: A Ph.D., or an equivalent doctoral degree, or 3 years of progressively higher level graduate education, or an LLM if related -OR-
  • An appropriate combination of education and experience that meets the requirements above.

The GS-12 salary range starts at $77,091 per year, if you meet the following qualifications.

To qualify at the GS-12 you must possess one year of specialized experience equivalent to the GS-11 level in the Federal service. Specialized experience is defined as experience performing complex property disposal work for excess and surplus personal property using principals and concepts associated with all of the following disposal functions: utilization, donation, and marketing.

Knowledge of property disposal laws, regulations, policies, and procedures.

Ability to organize and present information related to property disposal/sale/utilization in a clear and understandable manner.

Ability to identify and resolve a variety of property disposal problems and issues.

Ability to prepare written reports related to the sale/utilization/donation of Federal property.

Skill in utilizing automated technology/software to perform property disposal functions.

Skill in interpersonal communication necessary to communicate with a wide range contacts, including: members of the military and civilian Federal agencies, state and local officials, and educational institutions and industries with Federal grants/contracts.
