Duties

Help
  • Serves as an advocate in assisting the tribes and tribal members with respect to the utilization of trust and restricted fee realty property holdings.
  • Use in-depth knowledge of policies and procedures, and applicable statutes and laws.
  • Performs on-site inspections for compliance; recommends corrective action or changes needed; action in response to violations.
  • Perform audits of real estate management practices, real estate transactions, and for legal instruments preparation to assure conformance with legal, statutory, regulatory, and policy requirements.
  • Research, analyze and review complex or conflicting problems and issues.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-1170).

GS-09: 1 year of specialized experience equivalent to at least the GS-7 grade level in the Federal service, that included work involving providing oversight to management of trust and restricted property; prepares in draft realty transactions of moderate difficulty for review and approval; maintain and retrieve information from automated systems performing on-site inspections for compliance; recommending corrective action or changes needed; analyzing transactions including applications, land descriptions, appraisals, NEPA, TSR, and other clearances, to ensure compliance; consulting with beneficiaries, lessees, land owners and other interested parties about the contracting process, options, and other needs and documentation. Maintain and retrieve information from automated systems; OR

Masters or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree (36 semester hours, 54 quarter hours or equivalent); OR LL.B or J.D., if related to this position.

GS-11: 1 year of specialized experience equivalent to at least the GS-9 grade level in the Federal service, that included work involving providing oversight to management of trust and restricted property; performing on-site inspections for compliance; recommending corrective action or changes needed; analyzing transactions including applications, land descriptions, appraisals, NEPA, TSR, and other clearances, to ensure compliance; consulting with beneficiaries, lessees, land owners and other interested parties about the contracting process, options, and other needs and documentation; OR

Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree (54 semester hours, 81 quarter hours or equivalent); OR LL.M., if related to this position.

The full performance level of this position is GS-11.
