Summary

As a Smart Buildings Program Specialist, you will serve as the regional program expert for the Smart and Sustainable Buildings (SSB) program and primary liaison with Central Office program counterparts.  

Location of position: Public Buildings Service, Facilities Management Division, Building Operations Programs Branch, New York, NY.

Duties

Help

Key responsibilities of the Smart Buildings Program Specialist, GS-0301-13, position entail:

• Overseeing the implementation of new building technologies; including Building Automation Systems (BAS) used in the construction, modernization, and reprogramming of existing systems throughout the region to ensure compliance with the national program goals and changing information technology.
• Preparing case studies on existing BAS and building systems for future use through the systematic collection and aggregation of building system information.
• Providing expert advice and recommendations to design and construction engineering teams.
• Providing critical analysis of pressing issues and required policy recommendations used by management to formulate decisions regarding changing responsibilities or business needs, as well as in the design/development and evaluation of ongoing and /or new program issues.
• Maintaining program integrity through continuous monitoring.
• Collaborating with colleagues to best align program objectives with nationally administered programs.
• Monitoring monthly region-wide and individual building energy usage to ensure usage reduction goals are on target with program objectives, and providing critical recommendations to minimize energy usage and associated costs.

The GS-13 salary range starts at $105,417 per year.  

To qualify, you must demonstrate at least one-year of specialized experience equivalent to the GS-12 level of the federal service. Specialized experience is technical experience in the development, installation, application, analysis, technical support and use of building analytic programs, Building Automation Systems (BAS) and advanced metering systems. Applicants must have experience in translating building analytic programs, BAS and advanced meter system data and protocols into project specific strategies and implementation including design, installation, commissioning, training and ongoing use to maximize benefits. This experience must also include addressing issues and providing solutions to senior management regarding such systems and programs.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.

• Knowledge of building systems including advanced BAS, HVAC, lighting, and other systems.

• Knowledge of IT systems, remote access technology and networks used to install, configure, integrate and manage building systems including; network architecture, topology, data formats, and communication protocols necessary for continuity of operations.

• Ability to interpret and apply construction blueprints and IT architectural renderings, including riser diagrams.

• Skill in applying project management principles and techniques, including developing plans and schedules, estimating resource requirements, etc.   

• Skill and mastery of advanced concepts, principles and practices related to building management, operations and maintenance, along with repair and alterations for buildings used to evaluate the effectiveness and efficiency of building operations methods and procedures.
