This job opportunity is for Materials Handler positions (Day and Night shifts available) located in the Decennial Operations Branch West, National Processing Center (NPC) located in Phoenix AZ. The function of the section is to provide a variety of services including: supply, warehousing, shipping and receiving, forklift, labor and packing, and property management. This position is included in the bargaining unit. 

This job opportunity announcement may be used to fill other vacancies.

The individual selected for this position will be responsible for:  

  • Receiving, locating, storing, issuing, inventorying, staging, shipping printed matter, and equipment in accordance with established procedures.
  • Verifying invoices and similar receiving documents to compare the markings, quantities, and types of material with the actual material received.
  • Sorting, arranging, tagging, and marking material received on pallets, and in bins, then stores the items on shelving and pallet racking or uses a pick list or other instructions to pull material and deliver to a specific location.
  • Utilizing the computer system to verify and print requests. 
  • Verifying and reporting the findings from physical inventories, such as: gains/losses or expired material.
  • Ensuring containers are lifted using proper lifting methods.
  • Following oral instructions regarding where and when loads are to be moved.
  • Adhering to all applicable safety rules and practices such as: operating within the forklifts capabilities; preventing tipping and ensuring trucks are chocked before entering; utilizing horn whenever exiting a truck or approaching a corner; utilizing proper dock plate when loading or unloading trucks; ensuring material placed in pallet racking is properly centered and balanced; taking care not to hit pallet racking or overhead obstructions when moving in narrow aisles; exercising extreme caution whenever operating in employee occupied areas.
  • Recharging forklifts daily, utilizing the proper rate of charge.
  • Attending periodic forklift safety training and completing recertification in accordance with OSHA safety standards every three years.
  • Reporting maintenance and safety problems and accidents to the supervisor.
  • Ensuring materials are packed in priority order while adhering to all applicable safety rules, regulations and operating practices.
  • Maintaining packing tools and equipment in order to provide proper care  and routine maintenance.

Tour of Duty: Monday through Friday, Day and Night/Evening shifts available.  Day shift hours range from 6:30 a.m. to 5:30 p.m. - OR - Night/Evening shift hours range from 2:30 p.m. to 12:00 a.m. Various flexible work schedules are not available.

PHYSICAL EFFORT: Incumbent's duties require daily standing, bending, kneeling, climbing, and lifting. While receiving, warehousing, filling requests, and in performance of inventories, incumbent will frequently lift items weighing 35 - 65 pounds and occasionally move or push material weighing over 65 pounds. Rolling conveyances include warehouse trucks, wire bins, carts, etc., which may be loaded with material exceeding the weight of 100 pounds. Items weighing over 40 lbs may be moved with weight handling equipment or with assistance from other workers. When packing, incumbent performs work on hard surfaces and in areas that require standing, stooping, bending and working in tiring and uncomfortable positions. Moderate physical effort is required of the incumbent in operating hand and foot controls while driving using upper body (arms, neck, shoulders) in turning, starting, and stopping the forklift truck and raising, lowering and tilting the loads being moved.

WORKING CONDITIONS: The warehousing areas are poorly lighted and often hot, cold, damp, or drafty due to the frequent opening of doors. Material is unloaded and loaded on trucks on the dock, therefore exposing incumbent to bad weather at various times. The work area is often dirty, dusty, greasy, and has high noise levels. When working with hazardous materials, may be exposed to toxins or chemical fumes. May be required to wear protective clothing such as hard hats, gloves, etc. While handling boxes, crates, and skids, the incumbent is frequently exposed to the possibility of cuts, scrapes, and bruises, or falls from ladders when stocking shelves.

PHYSICAL EXAM: Selectee will be required to pass a physical examination, prior to effective date of selection to this position. Cost of physical will be the responsibility of selectee.

If you are a current NPC employee and are selected from this announcement, this selection will change your type of appointment to a Temporary Appointment. At the end of this Temporary Appointment, your employment with NPC will end. You will be required to re-compete for a permanent positions.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Candidates must clear the fingerprint process and initiate the required background investigation prior to final selection.

You will be evaluated for this job based on how well you meet the qualifications above.

You must have had sufficient training and experience to show their ability to perform the duties of the position. Qualifications will be determined by comparing your resume to the responses to the occupational questionnaire. We will review the your resume, optional cover letter and supporting documentation, and dates of employment (mm/dd/yyyy) on the resume to determine if you meet the eligibility for the position. At a minimum, applicants must meet the Barely Acceptable level on the screen-out element: Ability to do the work of the position without more than normal supervision; receive at least one half of the total possible points; AND furnish detailed information on the resume which supports the occupational questionnaire responses to demonstrate that the applicant clearly possesses the experience and skills to successfully perform the duties of this position. INTERVIEW WORK SAMPLE: Applicants selected for an interview will be required to participate in a work sample during the interview process. Applicants should dress appropriately to participate in the work sample. The work sample will consist of the following:

  1. Lifting and palletizing material weighing 30 to 50 pounds.
  2. Placing and retrieving materials from shelving utilizing a ladder.
  3. Selection of a proper shipping container.
  4. Packing materials for shipment.
