Summary

As a Supervisory Realty Specialist, you will serve as a Branch Chief in the Leasing Division, Public Building Service, Greater Southwest Region and executes various PBS programs and initiatives.

Location of position: Public Buildings Service, Leasing Division, Fort Worth, TX.

Duties

Help

  • Assigns space in leased buildings. Acts as case manager to assure proper implementation of solutions to agency space needs and conducting post-occupancy inspections.
  • Reviews agency alteration requests which affect space usage and space classification to assure functional needs are being met and regulatory requirements are being complied with.
  • Plans, directs and administers the regional GSA lease program, including the exercise of delegated contractual authority execute leases beyond specified thresholds.
  • Identifies and evaluates long-range lease trends for community planning, and coordinating actions regarding the impact of Government leasing plans and programs on community activities.
  • Issues clearances to requesting Federal agencies to proceed with leasing action upon their existing authority if Federally controlled space is not available.
  • Assists in the resolution of space assignment and classification problems.
  • Plans, directs and coordinates a program for the acquisition of real property and leasehold interests.
  • Directs the periodic review of leased locations and the evaluation of agency space requirements relating to terms and requirements of existing and projected leases.
  • Administers Federal work space management reform policies to ensure efficient utilization of GSA controlled space.
  • Conducts space inspections and surveys on a building or community-wide basis.
  • Serves as a Branch Chief responsible for supervision and accomplishment of the Branch's functions of leasing, utilization, and lease administration.

If selected, you must meet the following conditions:

  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position
  • Serve a one year supervisory or managerial probationary period, if required.

The GS-14 salary range starts at $112,560 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is managing a real estate program that include the application of Federal, commercial and/or corporate realty laws, regulations, and practices. This must be performing three or more of the following; (1) performing project management or lead responsibility for the lease acquisition of mid and high rise commercial office and special purpose space including lease construction; (2) performing project management or lead responsibility for the utilization and management of existing Federal/commercial owned inventory of mid and high rise commercial office and special purpose space; (3) developing and implementing program policy, guidance, or best business practices; (4) managing, supervising, or leading a federal, commercial, and/or corporate realty function; (5) developing short and long range strategies and plans for optimizing real property portfolio and asset performance; (6) preparing and managing plans and strategies for site acquisition; or (7) developing, managing, administering and/or negotiating realty contracts.

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.

  • Ability to direct a leasing program involving administrative and analytical work affecting tenant Federal agencies in GSA-controlled space in the four-state region.
  • Ability to make decisions regarding the most appropriate methods to accomplish large leasing projects related to the acquisition of space, affect the work environment of Federal programs and involve large expenditure of Federal funds.
  • Ability to communicate effectively both orally and in writing.
  • Ability to exercise significant responsibilities in dealing with officials of other organizations, agencies or private contractors; advises management officials at the Service or higher level.
  • Ability to make sound agency decisions regarding the most appropriate methods to accomplish large leasing projects related to the acquisition of space, affect the work environment of Federal programs and involve large expenditure of Federal funds.
  • Ability to direct a program with significant financial resources.
  • Ability to makes decisions on work problems presented by subordinate personnel or contractors; makes selections for subordinate positions; hears and resolves serious employee complaints; makes decisions on training needs and requests; determines whether contractor performed work meets standards of adequacy; approves expenses for within-grade increases, overtime and travel; recommends awards for non-supervisory personnel; finds and implements ways to eliminate barriers to production and improve business practices.
