The Deputy Director serves as the focal point for MEP contacts with NIST and DOC on MEP program matters; the incumbent directs the overall program planning function to ensure the effective development and presentation of the unit’s programs, and to ensure that MEP fully meets the needs and requirements of NIST, DOC, and Congress. The incumbent is also responsible for the monitoring and evaluation of all MEP programs, to ensure that they are executed in a manner consistent with the policy decisions of NIST and DOC, and with the general management policies and procedures of the Federal Government. The incumbent recommends to the Director, MEP, programmatic changes as needed with the resources allocated, and assists the Director in reprogramming of allocated resources needed to support programmatic changes. The Deputy Director performs, among others, the following specific duties:

PROFESSIONAL TECHNICAL QUALIFICATIONS (PTQs):
PTQ 1 – A broad knowledge of manufacturing and industrial extension technology-based economic development, and entrepreneurship practices as evidenced by technical or business experience, publications, and/or presentations and demonstrated experience working with Congressional members and staff, state elected officials and policy makers.
PTQ 2 – Demonstrated experience planning, organizing and managing programs in manufacturing, technology translation, deployment, dissemination and integration or industrial extension that involves both Federal and non-Federal partners using financial and non-financial assistance to respond to national needs and in direct support of US-based manufacturing.
PTQ 3 – Demonstrated experience providing authoritative direction and management of a multi-level technical and business organization of significant size, resource, complexity, and scope.
