Summary

NLM is seeking to hire a Supervisory Librarian. The successful candidate for this position will serve as the Head of the Collection Access Section in the Public Service Division (PSD), of the Division of Library Operations (LO). The Collection Access Section is responsible for managing a document delivery network serving over 2,200 biomedical libraries in the United States, Canada and abroad which controls the distribution of approximately one million interlibrary loan requests annually.

Duties

Help
  • Plans, organizes and controls activities of a staff of professional librarians, technical information specialists, library technicians and contractors.
  • Collaborates with heads of other Library units and divisions to negotiate and coordinate interrelated matters.
  • Manages subordinate employees effectively, including conflict resolution, development, and implementation of performance evaluation plans.
  • Develops and interprets interlibrary loan policy statements and definitions for management and NLM customers.
  • Oversees the planning, development and implementation of a comprehensive computer-based system for the management and delivery of biomedical information and documents.
  • Represents the Collection Access Section (CAS) in matters pertaining to the development and application of integrated library systems, electronic books, and journals as applied to public services.

Qualifications

Basic Requirements:

  • Completion of one (1) full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree; OR
  • A total of at least five (5) years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.
To qualify at the GS-14 level:

You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to at least the GS-13 level in the Federal Government. Examples of specialized experience include: Planning and administering a coordinated national and international program of interlibrary loan involving libraries throughout the United States and abroad. Developing and interpreting interlibrary loan policy statements and definitions, and Overseeing the planning, development and implementation of a comprehensive computer-based system for the management and delivery of biomedical information and documents.
