-Develop modifications, revisions, and implementing procedures to improve the effectiveness and efficiency of administrative and program operations.
-Provide higher management with reports, evaluated information, budgetary proposals and similar products necessary for effective direction of program operations.
-Analyze and evaluate the effectiveness of complex administrative and program operations in meeting goals and objectives.
-Review information, reconcile conflicting data, and devise new and modified methods to analyze findings.
-Employ advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of organizational programs and improve the efficiency of internal administrative operations, organizations, or management.
-Recommend strategies to improve program implementations and evaluations.

Qualifications
To qualify for the Management and Program Analyst GS-09 level, you must:
A. have completed a Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related OR;
B. have 1 year of specialized experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks; manage logistical aspects of analytical studies related to administrative procedures and organizational productivity; reviewing policies and procedures related to the program operations; and gathering and organizing statistical information to improve the effectiveness and efficiency of program operations; and developing ad-hoc workflow analysis and operational reports OR;
C. have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.
In order to qualify for the Management and Program Analyst GS-11 level, you must:
A. have completed a Ph.D. or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. Education must be related to the position to be qualifying OR;
B. have 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: analyzing the effectiveness, efficiency and productivity of conventional problems involving program operations; reviewing the effectiveness of policies and procedures related to the management and administration of financial and budgeting operations; gathering and organizing statistical information to improve the effectiveness and efficiency of program operations; drafting recommendations for modifying, revising, or implementing procedures to improve the effectiveness and efficiency of program operations; and developing management operations reports and arranging and conducting conferences/meetings with appropriate management personnel, OR;
C. I qualify for this position at the GS-11 level because I have a combination of post baccalaureate education related to the position and experience that meets 100% of the qualification requirements for this position.
In order to qualify for the Management and Program Analyst GS-12 level, you must:
A. have 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks; conducting and analyzing studies to evaluate the effectiveness of policies and procedures; writing administrative standard operating procedures; conducting analyses of administrative and management operations and work processes; conducting analyses of administrative and management operations functions and work processes including areas such as systems, manpower utilization, productivity management, workflow, and paperwork management; and developing findings and conclusions regarding management operations.
