Duties

Help
  • Responsible for the functional management of 96 AFSPC officer and enlisted weather personnel. Interfaces with Air Staff and Air Force Weather Agency to represent the interests of the AFSPC weather mission and AFSPC office/enlisted force.
  • Oversees operations of seven CONUS and one overseas weather units. Performs technical consultant and staff assistance services to subordinate units and supported organizations.
  • Directs acquisition and integration of new technologies into aviation, spacelift, range, and missile weather operations. Identifies and documents future aerospace environmental support requirements for systems currently under development.
  • Adapts results of current technical, scientific, and reserach studies for operational evaluation at subordinate units. Utilizes available automated systems to generate analyses, reports, or weather data as required.
  • Prepares a variety of executive correspondence and staff action packages to include point papers, background papers, and staff summary sheets.

Qualifications

QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1340-14 Meteorology Series. Basic Requirement for GS-1340 Positions: A Bachelor's degree (or higher degree) in meteorology, atmospheric science, or other natural science major that included: A) at least 24 semester (36 quarter) hours in meteorology/atmospheric science including a minimum of: 1) 6 semester hours of atmospheric dynamics and thermodynamics; 2) 6 semester hours of analysis and prediction of weather systems (synoptic/mesoscale); 3) 3 semester hours of physical meteorology; 4) 2 semester hours of remote sensing of the atmosphere and/or instrumentation; 1) Six semester hours of physics, with at least one course that includes laboratory sessions. 2) Three semester hours of ordinary differential equations. 3) At least nine semester hours of course work appropriate for a physical science major in any combination of three or more of the following: physical hydrology, statistics, chemistry, physical oceanography, physical climatology, radiative transfer, aeronomy, advanced thermodynamics, advanced electricity and magnetism, light and optics, and computer science.
B) 6 semester hours of physics, with at least one course that includes laboratory sessions; C) 3 semester hours of ordinary differential equations; D) at least 9 semester hours for a physical science major in any combination of three or more of the following: physical hydrology, statistics, chemistry, physical oceanography, physical climatology, radiative transfer, aeronomy, advanced thermodynamics, advanced electricity and magnetism, light and optics, and computer science. (Prerequisite or corequisite of calculus for course work in atmospheric dynamics and thermodynamics, physics, and differential equations must be appropriate for a physical science major).

COMBINATION OF EDUCATION AND EXPERIENCE: course work as shown above, plus appropriate experience or additional education.

AND
SPECIALIZED EXPERIENCE:One year of specialized experience that equipped the applicant with a particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically related in or related to the position to be filled. To be creditable, the specialized experience must have been at the GS-13 grade level or equivalent under other pay systems in the Federal Service. Examples of creditable specialized experience includes working atmospheric dynamics and thermodynamics, weather analysis and prediction (synoptic/mesoscale), atmospheric radiative transfer, remote sensing, climatology, and weather instrumentation; established technical procedures and requirements related to terrestrial/space weather and base weather station operations; direct major professional and administrative specialized programs in the fi.mction.al areas for which responsible; PPBS process, timelines, and budget exercises milestones; proper receipt, handling, and disposition of classified materials.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Theoretical, scientific, and advanced knowledge of concepts and principles of operational meteorology and/or hydrology and space weather. Knowledge of military readiness and war-related issues.
2. Ability to expertly analyze operational aerospace weather forecasting/observing practices, procedures, and statistics and detect/evaluate adverse trends, operational deficiencies, and inconsistencies with Air Force Instructions and local procedures.
3. Knowledge of computer systems and applications. Sufficient knowledge of web design/editing software to maintain the division web page.
4. Ability to improve aerospace weather forecast techniques, products, and services. Extensive knowledge of Air Force acquisition and/financial processes; includes knowledge required of the PPBS process.
5. Skill in effective written and oral communication; includes knowledge of safe handling procedures for the receipt, safeguarding, and disposition of classified materials. Skill and ability to effectively supervise and lead the work of others.
6. Knowledge of operational aerospace weather detection, dissemination, and communications systems. Ability to develop and implement programs for analyzing effects of space and terrestrial weather environment on military systems and utilize diverse data for unique meteorological applications.

This position has been designated as a Key Career Position (KCP). "This position has been designated as a Key Career Position (KCP). The assignment will not be continuing and has an established tour limitation of 36-60 months as determined by the Career Field Team and Career Field Manager. Employees must sign a Memorandum of Understanding including Selection, Restriction, Outplacement, Tour and Mobility Agreement as a condition of employment. This addendum is effective 1 March 2014 and will be utilized upon incumbent's exit from the position and from that point forward whenever the position is filled.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
