Duties

Help
  • Direct, coordinate and supervise, through subordinate supervisors, the work activities of a staff of professional, administrative and support personnel.
  • Develop rates for crop insurance policies and reinsurance agreements.
  • Coordinate with Actuarial and Product Design Division and other necessary functional units, in the testing of public acceptance of new and revised crop insurance program features through various media and marketing efforts.
  • Schedule and attend meetings, briefings, or needed educational programs to communicate effectively with all crop insurance deliveries, agency personnel or other interested parties on important issues, policies and changes to the FCIC.
  • Develop automated systems and databases to analyze productivity and risk; to establish premium rates; to analyze terms of insurance contracts for rating implications; and to extend coverage to crops and areas not previously insured.
  • Review work progress and reschedule work as required to meet deadline dates. Establish control measures to provide management with significant data and effect actions to substantially reduce operating costs without degradation of overall operation.
  • Establish internal operating policies and procedures. Guide and adjust assigned programs to meet changing needs and requirements. Integrate new programs with the current total program.
  • Determine, within budget limitations, the value of resources to be expended on programs; revise priorities and reschedule assignments.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade:
Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-13 grade level for consideration for the GS-14 grade level.).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education: A degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements will be given for courses in which 50% of the course content appears to be statistical methods.
Specialized Experience: Possess at least one year (12-months) of work experience equivalent in difficulty and responsibility to the GS-13 grade level in the Federal Service that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as applying broad areas of classical and modern advanced actuarial science, operations research, mathematics, or statistics; or work in a specialized area within the respective disciplines to execute and control projects that represent an important segment of an agency's operating programs and/or projects.

Education

College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned.
