•Maintains acquisition policies, procedures, and instructions and makes available to all team members.
•Trains and arranges the appropriate Supply/Service NAF training for the team.
•Maintains and recommends procurement policies and procedures capable of satisfying the needs of activities under the cognizance of CNREURAFSWA N9.
•Coaches the team in the selection and application of appropriate problem solving methods and techniques, provides advice on work methods, practices and procedures, and assists the team and/or individual members in identifying the parameters of available solution.
•Serves as a facilitator, trainer and, when a required, a negotiator in coordinating the team's initiatives and in consensus building activities among the team.
•Seeks out procurement savings opportunities within the system, prepares plans to take advantage of those opportunities, and executes major and multi-installation procurement actions to achieve such savings.
•Acts as an expert in advising and guiding activities in the proper procurement procedures and the administration of NAF allocated for procurement.
•Advises and informs the acquisition team and other activities regarding procurement policy decisions and the rationale thereof.
•Team representative and liaison with upper management in acquiring sufficient resources to accomplish the mission.
•Provides leadership necessary to maintain an effective and productive workforce and ensures a continuous flow and exchange of information between employees. Specific contract specialist responsibilities include, but are not limited to: planning work to be accomplished; assisting with the assignment of work based on priorities; giving advice, counsel, or instruction to individuals on both work and administrative matters.
•Acts as contract advisor by providing advice and guidance regarding the administration of different types of contracts.
•Represents the team in communicating with other branch managers and supervisors regarding procurement actions and requirements to ensure the command mission is supported in accordance with established and mandated NAF procurement rules and regulations.
•Train and lead the team regarding all internal administration, budgeting, and policy guidance.
•Reviews contracting documents to ensure all files are complete and accurate throughout the procurement process through contract close-out.
•Prepares and distributes solicitations for goods and services, evaluates and negotiates offers received, and awards major and multi-installation supplies and services contracts for all N9 NAF programs.
•Reviews Requests for Proposals (RFPs) and Awards for accuracy prior to legal review.
•Performs special projects and other duties as directed.
KNOWLEDGE REQUIRED BY THE POSITION
•A 4-year course of study leading to a Bachelors Degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management marketing, quantitative methods, or organization and management OR experience equivalent to the degree.
•Knowledge of contracting principles and procedures applicable to preaward and/or postaward actions sufficient to procure and/or administer contracts for a variety of specialized equipment, services, and/or construction. This includes skill in negotiating sole source contracts and modifications.
•Knowledge of a variety of fixed-price and cost contracts, use of special provisions and incentives and unique regulatory requirements pertinent to diverse procurements, e.g., construction, ADPE, research and development, complex equipment, and/or services.
•Knowledge of market conditions and forces interested in and capable of performing a specific contract, including those where a limited number of sources are available, sufficient to identify potential contractors and to evaluate bids or proposals for responsiveness
•Knowledge of cost and price procedures and techniques to evaluate bids or offers and responsibility of contractors on the basis of competition, historical costs, reports from auditors or technical specialists, contractor cost breakdowns regarding labor, materials, overhead, and profit, or other evaluation criteria and selection processes where the information is usually available.
