Duties

Help

  • Contributes to a range of staff functions involving planning, policy development, and analysis necessary for key policy and program decisions by the NIH leadership.
  • Provides expert advice on biomedical, scientific, and health policy issues.
  • Develops reports and other staff documents on the policies, programs, plans, research accomplishments, and other activities of the NIH.
  • Consults with a wide range of individuals who are involved in scientific research to identify major issues, roadblocks, and potential actions necessary for policy development and interpretation.
  • Works with a team to summarize and interpret the work of investigators and research programs in terms that are understandable to the Congressional or lay community in order to communicate information on activities and plans and to support current and requested research budget levels.
  • Provides staff support to expert committees and major meetings organized by the Biosafety, Biosecurity & Emerging Biotechnology Policy Division (BBEBPD), to address major program and science policy issues.
  • Provides subject matter expertise to develop policies, recommendations, and procedures for the responsible, safe, ethical, and secure conduct of science funded by NIH. Specific policies include, but may not be limited to, the NIH Guidelines for Human Stem Cell Research, NIH policy on informed consent for human fetal tissue research and legal requirements regarding the acquisition and use of human fetal tissue for research purposes.

Qualifications

You qualify at the GS-13 level, if you meet the following qualification requirements:

You must possess a Bachelor's degree, or graduate/higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of this position. (This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained).

AND

You must have at least one year of qualifying specialized experience equivalent to at least the GS-12 level in the Federal Government obtained in either the private or public sector, performing the following types of tasks: providing technical and policy advice to senior leadership on issues concerning science policy issues affecting translational research; analyzing and contributing to policy development for biomedical research; providing staff support to expert committees and meetings on mammalian developmental biology policy issues; developing agency position papers on science policies, clarifying alternative strategies and options and recommending courses of action; analyzing and developing science policies related to a broad range of problematic issues.
