Duties

The incumbent reports to the Associate Director for External Affairs in the National Museum of African American History and Culture (NMAAHC) and is responsible for providing budget, financial, and administrative support.  The incumbent will serve as liaison between the Associate Director and her subordinate units (Offices of Advancement, Education, Communication/Public Affairs, Special Events and Social Media).  Major duties and responsibilities include the following:

  • supports and advises the Associate Director on projects and programs within the office and advises on status of the same;
  • arranging a variety of conferences and meetings including travel arrangements for the Associate Director as well as invitational travel for guests;
  • ensuring all documents comply with local procedures and established guidelines and correctness of grammar, punctuation, spelling, capitalization, and terminology;
  • monitoring the use of expenditures of budgeted funds; and
  • ensuring smooth and continuing communications and liaisons with a wide range of colleagues within the Smithsonian, executives and managers in subordinate organizations, and representatives of numerous external organizations, both nationally and internationally.

Qualifications

You must meet at least ONE of the requirements described below:

Grade 11: One year of full-time experience at the Grade 9 level that is close or similar to the work of this job.  The experience includes activities such as serving as an assistant and advisor managing operational logistics for an executive; writing and editing reports, correspondence and presentations; compiling, analyzing and interpreting strategic communications and reports;  communicating orally with internal and external visitors, donors, foundations, corporations, etc.; maintaining calendar of meetings/events; and managing financial transactions expense management, procurement and travel authorizations.

Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience.  Be sure to note the number of paid or unpaid hours worked each week.

Or Education

Grade 11:  Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree related to this position may be substituted to meet the
experience requirements.  

OR

Or a Combination:
Education and experience, in part, totaling 100% may be combined to meet the basic qualifications.

You will be evaluated for this job based on how well you meet the qualifications above.

Your application will be evaluated first for the basic qualifications described above.  The applications that meet the basic qualifications will be evaluated further against the following criteria:

  1. Ability to serve as confidential assistant to senior management.
  2. Ability to communicate effectively in writing to prepare correspondence, reports, briefings, or strategic communications.
  3. Ability to communicate orally to respond to callers from senior level staff, other agencies, corporate, philanthropic and academic communities and various people with tact and diplomacy.
  4. Ability to manage an executive's schedule, including making travel arrangements and arranging meetings.
  5. Ability to analyze and evaluate methods and techniques of program functions and work processes in order to prepare necessary reports, proposals for projects and programs.

Applicants who meet or exceed minimum qualifications will be assigned to one of three category groups based on job-related criteria:

Best Category - Meets the minimum qualification requirements and excels in most of the job related competencies above.

Better Category - Meets the minimum qualification requirements and satisfies most of the job related competencies above.

Good Category - Meets the minimum qualification requirements, but does not satisfy most of the job related competencies above to a substantive degree.  

This category rating process does not add veterans' preference points or apply the "rule of three", but protects the rights of veterans by placing them ahead of non-preference eligibles within each category.  A selecting official may make selections from the highest quality category (Best Category) provided no preference eligible in that category is passed over to select a non-preference eligible in that category unless the requirements of 5 U.S.C. 3317(b) or 3318(b) are satisfied.

Preference eligibles who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.
