Manages the operations of the Division including formulating, establishing and interpreting policies; developing, analyzing and reviewing programs; developing and implementing operational plans; developing budgetary and staffing requirements .
Serves as an authority and spokesperson on NLM's services and resources for health professionals, researchers, librarians and the general public.
Directs Division development, improvement and overall management of Web based systems.
Leads a team of Division managers including the Deputy Chief and three Section Heads: Collection Access Section, Preservation and Collection Management Section, and Reference and Web Services Section.
U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.
Position is subject to a background investigation.

Qualifications
Basic Requirements:
Completion of one (1) full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree;
OR
A total of at least five (5) years of a combination of college-level education, training, and experience. To qualify on this basis, you must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.
To qualify at the GS-15 level:
In addition, in order to qualify for the Supervisory Librarian, you must have 1 year of specialized experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: identifying priorities by developing long-term, mid-term, and short-term goals and objectives for a library organization; overseeing the development and management of projects, initiatives and products designed to meet the needs of everyday users of library systems; making recommendations to library policies, programs, and services based on extensive experience and knowledge of the research community and its information needs; and providing leadership in the design, development, implementation, and ongoing support of various library systems.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
