Develop and implement invention development projects, advise inventors on strategies to further develop their inventions, and advise intramural scientists on pre-clinical research and development, and collaborations.
Direct outside organizations to technologies available for licensing and partnering opportunities.
Originate and draft complex Research Collaboration Agreements (RCAs).
Prepare various agreements (e.g., Material Transfer Agreements (MTAs), Confidential Disclosure Agreements (CDAs), Clinical Trial Agreements (CTAs).
Analyze the trends within the patent and license portfolio, the effectiveness of various marketing strategies, and develop strategies to reduce costs, and increase partnerships.
Advise researchers and administrators in NIDDK, as well as researchers and officials of cooperating institutions, on matters involving domestic and foreign patent rights, and policies and procedures.
U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
To meet the basic qualification requirements:
You must have a bachelor's or graduate/higher level degree in a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position.
AND
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal Government. Examples of qualifying experience include: managing and monitoring the processes for handling Research and Collaboration Agreements and potential inventions involving all interested parties, including the inventing scientists, or client laboratories; planning, negotiating, originating, and executing a variety of technology transfer agreements such as Research and Collaboration Agreements or equivalent kinds of agreements; providing technical guidance to others in providing technology transfer services; advising on matters involving domestic and foreign patent rights, policies and procedures.
