This position is a mission critical occupation for SAMHSA. The position is responsible for the analysis of system and/or security requirements, the development and implementation of mission critical applications for the agency's Information Technology operations.

As an IT Specialist (Chief Technology Officer, GS-2210-14), you will serve as an Information Technology Specialist and technical expert in the Division of Technology Management (DTM) and will be responsible for providing leadership in planning and executing information technology management work in the areas of Enterprise Architecture, Cybersecurity compliance and risk mitigation, Software and application development, Policy Planning and Project Management.

Specifically, you will:

  • Serve as senior expert and consultant to the CIO, other IT specialists and management designing, evaluating, planning, developing, implementing and maintaining technically complex software and hosting infrastructure technologies; on premise, cloud hosted, and other services solutions.
  • Present innovative solutions and new approaches in the delivery of infrastructure technologies designed to optimize customer experiences.
  • Work closely with CISO to ensure confidentiality, integrity and availability of OPDIV's IT assets.
  • Coordinate staff and serve as expert advisor to specialists and Division Director.
  • Participate in the short and long-range operational and planning functions for the enterprise architecture by reviewing legislation, policies, and events for potential effect on existing computer applications, new technology and information systems architecture.
  • Plan for acquisition of systems to best meet the needs of SAMHSA customers. Maintain knowledge of current and evolving system storage technologies, products.

Basic Requirements:

To qualify for this position, you must have IT-related experience demonstrating each of the four competencies listed here:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations: listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to meeting the four IT related competencies listed above, in order to qualify for this IT Specialist (Chief Technology Officer), GS-2210-14 position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: Managing software development, maintenance, configuration and administering cloud platforms, infrastructure (LAN, WAN, computer systems) and security risk mitigation; Operating and supporting hardware and software applications in Windows and/or Linux operating environments; Providing strategic business advice to senior-level officials on IT projects, including project plans to integrate IT solutions into existing IT systems; Consulting with experts in other IT specialty areas to determine how new technologies can be effectively used to meet agency's needs; Developing IT business cases for IT investments that include a return on investment, IT solutions, and alternative analysis.


Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
