Duties

Help

This position supervises eight professional librarians, technical information specialists, and library technical support personnel. Major areas of responsibility include managing a program for negotiating license agreements for access to electronic journals and other electronic information resources and supporting the application and review processes for selecting journals for NLM literature databases

Duties include:

- Overseeing negotiation of license agreements for access to electronic journals and other electronic information resources.

- Establishing guidelines for acceptable license terms to support NLM's mission and internal processing needs, including MEDLINE indexing, with a wide variety of publishers and intermediaries.

- Supporting the work of the Literature Selection Technical Review Committee (LSTRC), a U.S. government Federal Advisory Committee responsible for selecting journals for MEDLINE.

- Supervising two positions that serve as liaisons to journal publishers and editors who are applying to have their journals and other resources included in the NLM literature databases. These positions coordinate the review and selection of materials for NLM literature databases and develop and maintain processes and related documentation for this work.

- Assisting with maintenance of the Collection Development Manual of the National Library of Medicine.

- Managing creation and maintenance of records in the Electronic Resources Management System (ERMS) and SFX.

- Managing creation and maintenance of acquisitions and bibliographic records for electronic resources utilizing an integrated library system and other workflow tracking systems.

- Participating in the development and maintenance of automated systems to support these activities.

Qualifications

Basic Requirements:

Completion of one (1) full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree.
OR

A total of at least five (5) years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.
AND

To qualify at the GS-13 level:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: managing a library program including collection development, acquisitions, licensing, electronic resource management or cataloging operations; establishing library operating policies and procedures for an organization or division; evaluating computer hardware and software; and designing, improving, and managing library automation applications and digital library technologies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
