Summary

The GS-13 and GS-14 grades are at their Full Performance Level (FPL). These are stand-alone grades/positions. The FPL will be the grade in which applicants are selected.

Duties

Help

The GS-13 Public Affairs Specialist will perform the following duties:

  • Serves as a consultant and catalyst for improving the way the Department of Health and Human Services (HHS) delivers information to its employees and the public via digital platforms.
  • Employs structured content and plain language skills to develop and define new content models for a wide-range of digital content.
  • Consults on the development of new or redesigned digital content to ensure implementation of policies, standards and best practices.
  • Ensures digital products are readable, high visual quality, customer-friendly and in concert with departmental mission and programs.
  • Ensures content that is managed is accessible to individuals with disabilities.
  • Applies metrics and campaign tagging to set goals, improve and track digital work and incorporate the best analytics.
  • Assists in the development and implementation of department-wide policies, procedures and standards.
The GS-14 Public Affairs Specialist will perform the following duties:
  • Serves as an expert consultant and catalyst for improving the way HHS delivers information to its employees and the public via digital platforms.
  • Employs structured content and plain language skills to develop and define new content models for a wide-range of digital content.
  • Leads the development of new or redesigned digital content to ensure implementation of policies, standards and best practices.
  • Ensures digital products are readable, high visual quality, customer-friendly and in concert with departmental mission and programs.
  • Ensures content that is managed is accessible to individuals with disabilities.
  • Develops and implements department-wide policies, procedures and standards that govern written and visual digital and social media presentation used to deliver the department's information and message.

Qualifications

For GS-13 Grade Level:
Applicants must have at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private or public sector serving as an consultant by improving methods to deliver information to employees and the public through digital platforms; using digital content management systems to implement and update digital content on social media platforms; assisting with digital projects to plan and implement short/long range goals and objectives; and ensuring digital information comply with applicable laws and regulations relating to presentation, delivery and accessibility.

For GS-14 Grade Level:
Applicants must have at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private or public sector serving as an expert consultant and facilitator by developing improved methods to deliver information to employees and the public through digital platforms; using digital content management systems to implement, update and manage digital content on social media platforms; leading digital projects to plan and implement short/long range goals and objectives; and ensuring digital information comply with applicable laws and regulations relating to presentation, delivery and accessibility.

Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
