Duties

Help

  • Leads and directs other technical staff of series (GS-2210-14 and below Information Technology Specialists) as well as multiple contractors, in project management activities including requirements gathering, analysis, design, development, configuration, testing, deployment, maintenance, and enhancement of complex and large-scale, advanced technology automated information system (AIS) projects.
  • The incumbent utilizes various software to include property portfolio, space management and utilization, CAD integration, leasing, geo-spatial), projects (capital, maintenance), facility assessments, reservations, building asset and inventory management,  facilities operations and maintenance (including call center, demand and planned work tasks, inspections, safety, and mobile technology),  reimbursements and purchasing.
  • The position focuses on leading efforts for the requirements, configuration, design, development, implementation, deployment and maintenance of the commercial-off-the-shelf product, IBM Tririga as well as other facilities COTS and in house developed facilities management systems. Serves as a member of a cross functional team for developing, implementing, maintaining and supporting multiple IBM Tririga facilities management software and other facilities management software applications.
  • The individual works with the development team to determine the handling of the exchange of data between legacy systems / databases using a variety of software development tools and software which include Oracle database software.
  • Develops and negotiates statements of work and budgets for IT work performed by an outsourcing party.  Ensures that contractors are working within scope and are performing to the spirit and letter of the contract and are delivering on time, within budget and according to federal laws and policies.  
  • Prepares and presents technical written proposals on IT projects for OFEO and OCIO managers as well as managers of IT functions in other Smithsonian units.

Experience: 

For this position Specialized experience is defined as:

GS-14: You must have one year of specialized experience (Federal or other) equivalent to the GS-13 level that is similar to the work of this job. For this position, specialized experience is defined as: 1) Experience applying project management principles in leading IT project teams and 2) experience with the IBM Tririga (v10) development software suite of tools, and 3) experience applying multiple facilities business concepts and operations, in leading the design, configuration, development, implementation, and operations of a large, enterprise-wide implementation of the IBM Tririga (v10) facilities management software suite. 

GS-13:  You must have one year of specialized experience (Federal or other) equivalent to the GS-12 level that is similar to the work of this job. For this position, specialized experience is defined as: 1) Experience working as a member of IT project teams and 2) experience with the IBM Tririga (v10) development software suite of tools, and 3) experience applying multiple facilities business concepts and operations, in support of the design, configuration, development, implementation, and operations of a large, enterprise-wide implementation of the IBM Tririga (v10) facilities management software suite.

In addition to meeting the Specialized Experience for all positions individuals must have related experience demonstrating each of the four competencies listed below:

  4. Problem Solving: Identifies and analyzes problems, weighs relevance and accuracy of information, generates and evaluates alternative solutions, and makes sound recommendations.

You will be evaluated for this job based on how well you meet the qualifications above.

Your application will be evaluated first for the basic qualifications described above. The applications that meet the basic qualifications will be evaluated further against the following criteria:

  1. Skill in project management methodologies and techniques for implementing advanced computer technologies and software applications to design, develop, deploy, operate, maintain and enhance large enterprise management systems.
  2. Knowledge of multiple facilities business concepts, standards and operations.   
  3. Skill using the IBM Tririga 10 or higher facilities management software and software modules.
  4. Knowledge of information technologies of database design (Oracle) and operations. 

Applicants who meet or exceed minimum qualifications will be assigned to one of three category groups based on job-related criteria:

Best Category - Meets the minimum qualification requirements and excels in most of the job related competencies above.

Better Category - Meets the minimum qualification requirements and satisfies most of the job related competencies above.

Good Category - Meets the minimum qualification requirements, but does not satisfy most of the job related competencies above to a substantive degree.

This category rating process does not add veterans' preference points or apply the "rule of three", but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. A selecting official may make selections from the highest quality category (Best Category) provided no preference eligible in that category is passed over to select a non-preference eligible in that category unless the requirements of 5 U.S.C. 3317(b) or 3318(b) are satisfied. Preference eligibles who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.
