Duties

Help

Manages the regional office staff and other resources allocable to the office to meet regional productivity and performance objectives.

Provides program leadership, sets priorities, trains staff, and ensure quality of all regional activities.

Establishes and maintains effective working relationships with state health and social welfare agencies, health plans, health systems, and Tribes, as well as other federal governmental agencies.

Demonstrates current knowledge of federal conscience and religious freedom laws, civil rights laws, and the HIPAA Rules and all aspects of regional OCR programs, operations and policies.

Qualifications

To qualify at the GS-15 level, applicants must possess at least one year of specialized experience, equivalent to the GS-14 grade level in the federal service managing and advising staff responsible for conducting compliance reviews, complaint investigations, and outreach related to civil rights, conscience and religious freedom, and Health Insurance Portability and Accountability Act (HIPAA) regulations enforced by an Office for Civil Rights; negotiating settlements to ensure compliance with the legal authorities; and establishing and maintaining effective working relationships with other federal agencies, senior leadership, and the regulated community, including state and local government agencies.

Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
