The Department of Veterans Affairs offers Permanent Change of Station (PCS) relocation services. The Chief Nursing Officer provides leadership and direction to the profession of nursing services across all 153 VA Medical Centers that employ more than 92,874 nursing staff including 66,221 Registered Nurse and Certified Registered Nurse Anesthetists.
The Chief Nursing Officer (CNO), Office of Nursing Services, acts as Consultant to the Under Secretary for Health and key Veterans Health Administration (VHA) and Department officials on all matters relating to Nursing and the delivery of patient care services.

You will be a consultant to VA leadership in planning strategic activities necessary to support quality patient care, access, cost effectiveness and customer satisfaction. Other areas of consultation include legislative activities, human resource development and policy expertise.

The CNO is the chief executive officer of the Office of Nursing Services and as such is responsible for the development, implementation and evaluation of a strategic plan and strategic activities that support the patient care education, research and DOD backup and emergency preparedness missions of the Veterans Health Administration.

Specific functions include, but are not limited to, the following:

  • Principal advisor to the Under Secretary of Health on policy and procedures pertaining to the delivery of nursing care across the continuum of care.
  • Coordination leader of the clinical experts and support staff who comprise the Office of Nursing Services. The goal is to build and maintain an effective work team for supporting the enrichment of nursing services on a national level.
  • Consultant/developer of national policy and guidelines for workforce of approximately 35,000 registered nurses and 60,000 nursing service employees.

Qualifications

In order to qualify for this position you must meet the following:

KEY REQUIREMENTS AND QUALIFICATIONS:
Education: A Doctoral degree in nursing or a related field is preferred but at a minimum candidates must possess a Master's Degree in Nursing from a program accredited by The National League for Nursing Accrediting Commission (NLNAC; http://www.nlnac.org) or The Commission on Collegiate Nursing Education (CCNE; http://www.aacn.nche.edu) at the time you completed the program -or- a Master's Degree in a related field with a BSN from an accredited program or a Bachelor's Degree in a related field-and- appropriate basic or advanced certification such as: Certified in Executive Nursing Practice (CENP) or Certified in Executive Nursing Practice (CENP) or similar certifications.
Licensure: Possess a current, full, active and unrestricted licensure as a professional nurse in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Experience: Minimum of 10 years of experience in progressively responsible leadership assignments, with at least four years previous experience as member of a Senior Leadership Team as a Chief Nurse Executive, Associate Chief of Patient Care Services, or similarly titled position in a large tertiary hospital or Health Care System, preferably one with a strong academic affiliation. This experience must be fully outlined in your resume.

DEMONSTRATED LEADERSHIP EXPERIENCE:
Applicants must possess extensive leadership experience in the health care arena sufficient to qualify for the equivalent of a senior executive equivalent position within the Federal service. In addition, the incumbent is broadly acquainted with clinical treatment modalities, administrative and clinical support systems and is knowledgeable about multifaceted health care delivery systems.

In addition to basic requirements, the following technical and executive core qualifications are required for this position. Typically, these qualifications would be gained through education, experience and training which reflect progressive development and achievement in responsible management/executive level assignments in health care at a national or Network level, equivalent positions in a hospital/network/regional office or allied medical care facility, or executive positions in an academic institution. An individual's total experience and education must demonstrate the ability to perform the duties of the position. If you are currently a federal employee, this type of experience is typically found at positions at the GS-15 level and above.

Applicants may demonstrate that they have external contacts as well as internal interactions.
B. TECHNICAL QUALIFICATIONS (TQ):

1. Experience successfully leading and managing a large public or private sector nursing program consisting of geographically dispersed facilities of varying complexity.
2. Demonstrated experience as a primary liaison for a nursing program with stakeholders, including but not limited to internal and external customers, academic affiliations, public officials, and Congress.

Physical Requirements: Most of the work performance is at a desk, in an office setting. The incumbent often carries books and papers to and from meetings and conferences. It is highly likely that the incumbent may have to travel between office buildings for meetings, which will involve going outside during various elements of weather.
