Duties

Help

This position is located in the Office of Library Services (OLS) in the State Programs Division and serves as the Program Specialist. The Program Specialist will provide support to Program Officers within the division, perform various programmatic administrative functions related to improving the efficiency and/or effectiveness of the Federal grants within the division, and will develop and review support materials regarding OLS activities.

  • Provides technical support in reviewing State Plans, annual reports, and required forms for the fulfillment of financial prerequisites and compliance with standard policies or regulations. Assists in liaising with States on grant administration matters as needed.
  • Coordinates the finalization and dissemination of grant documents. Assists in the processing of awards and mailing award packages to State Library Administrative Agencies.
  • Ensures that all program contacts, certifications, and records are complete and updated in a timely manner.
  • Supports the administration of the competitive grants for the Pacific Region and the Virgin Islands.
  • Works closely with program staff and other agency staff as needed to develop and deliver convenings, training webinars and presentations on grant processes, requirements, and other matters.
  • Responds to external and internal inquiries and provides general guidance regarding basic program requirements.
  • Provides support for online systems used by the program, providing assistance to state users, testing enhancements under development, and elevating issues through appropriate channels.
  • Manages workflows related to the program's website content, including review of materials by appropriate staff, and coordinating with the IMLS web team to update information.
  • Tracks and files official grant records both in hardcopy and electronic format.
  • Working with the Associate Deputy Director for State Programs and Deputy Director for Libraries, serves as the OLS stakeholder in cultivating a variety of materials that serve internal and external stakeholders and develop and review various materials to meet the needs of OLS.
  • Provides project management support for special projects, meetings, and conferences.
  • Researches, compiles, and prepares responses to Freedom of Information Act requests.
  • Participates in agency-wide teams including serving as liaison to other departments in the agency.
  • Performs administrative and other related duties as assigned.

Qualifications

In order to qualify for this GS-9 Program Specialist position, your resume must clearly demonstrates your ability to perform the work at the GS-9 level or equivalent pay band in the Federal service. One must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-7 level or equivalent that involves principles and practices of the library, archives and/or information science fields. Specialized experience must demonstrate the following:

  1. Knowledge of the principles and practices of the library, archives and/or information science fields and knowledge of issues and trends involving libraries, archives and other educational institutions.
  2. Knowledge of grant-making in government or non-government organizations; experience may be obtained as a grant applicant, reviewer, or grantee; and
  3. Skill in conducting analysis and problem-solving
OR
Have Master's or equivalent (LL.B or J.D.) graduate degree in a related field, or, two (2) full years of progressively higher level graduate education leading to such a degree.

OR
Have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements of this position.

Such experience could have been demonstrating the ability to stay current on trends and best practices in the library, archives, and/or information science communities; as well as experience obtained as a grant applicant, reviewer, or grantee.
